<br />.0-': <br /> <br />MISSOURI RIVER BASIN <br /> <br />IX <br /> <br />st@8 6.~ tbe War Deportment believes tbat initiation of construc- <br />tIOn on the Improvements recommended by tho ChIef of Engmeers <br />"should he deferred until after the war, or nntil essentiality in the <br />war effort has beeu established." <br />I hove token the proposed report up with the President and while <br />tbere would be no objection to your submitting it to the Congress for <br />its information, if you wish to do so at this time, the authorization <br />of the improvements recommended tberein by the Chief of En!!:ineers <br />would not be in accord with the program of the President, at least <br />at the prescut. Further advice os to tho relationship to the program <br />of the President of the improvements considered in the proposed <br />report will be given after the review and considerat,ion in this office of- <br />I. The proposed report of the Bureau of Reclamation to be com- <br />pleted on lIlay 1, 1 944. <br />2. Detailed estimates of additional appropriations to be submitted <br />by the (a) Deportment ,of Agriculture, covering tho planning of the <br />necessary supplementary land-use treatment programs in the :t\1issoul'i <br />Basin; (b) Fcdera! Power Commission for studying power develop- <br />ment possibilities of the water resources in the area. <br />3. Special supplementary statements by the Chief of Engineers <br />providing additional details os to his views of (a) the tangible f1ood- <br />control benefits to be derived in relation to the Federal outlays that <br />are recommended in this proposed report; (b) the ultimate relation- <br />ship that should prevail among the flood-control plan reeommended <br />in this proposed report, the proposed 9-foot channel project for the <br />1\'lissouri River, and upstream uses of the water resources in this <br />basin. <br />Accordingly, I am forwarding copies or this letter to the Secretaries <br />of Interior and Agriculture and the Chairman of the Federal Power <br />Commission for their information and necessary action.
