Findings -- establishes the legislative foundation for <br />designation of national recreation areas. <br /> <br />SEC. 202. Mission -- sets forth the goals and objectives of <br />national recreation area designation. Provides for active <br />management and enhancement of recreation opportunities. <br /> <br />SEC. 204. Administration -- <br />(a). Requires the Secretary of Agriculture to manage the <br />national recreation areas, subject to valid existing rights, to <br />provide for a variety of recreational opportunities, to <br />conserve scenic and historic values, and to utilize natural <br />resources were appropriate. <br />(b). Authorizes the Secretary to use modern equipment for <br />management purposes as administratively necessary. <br /> <br />SEC. 205. Protection of Existing Rights -- ensures protection <br />of existing rights in areas designated as national recreation <br />areas. <br /> <br />TITLE III <br />WATER <br /> <br />SEC. 301. Water -- <br />(a). Reservation of water rights -- to protect the water <br />law of the State of Colorado, this section denies any new <br />federal water right, express or implied, for areas designated <br />wilderness or national recreation by this Act, or any previous <br />wilderness act. <br />(b). united States water rights -- to protect the <br />integrity of the areas designated wilderness or national <br />recreation by this Act within the framework of Colorado State <br />law, this section allows the Secretary of Agriculture or the <br />Secretary of the Interior to recommend to the Colorado Water <br />Conservation Board, pursuant to the Colorado instream water <br />flow statutes, the quantity of instream flow rights necessary <br />for management of the designated area. <br />(c). Reaffirmation of previous acts -- reaffirms previous <br />federal legislation protecting water rights. <br />(d). Reasonable access -- authorizes reasonable access to <br />water rights and facilities. <br />
