"

,

This report, prepared by the State Engineer, Hal Simpson, and Division of Water
Resource staff members, documents what has been achieved to date in bringing about
compliance with the compact, efforts currently underway, and plans for the future. Some
of the ongoing and future efforts are the responsibility of the State of Colorado. Some
efforts will be accomplished by entities in the Arkansas River basin. Documenlation of these
efforts is based upon the current knowledge of the State Engineer of each entities' present
plans for providing augmentation water for its members to replace out-of-priority depletions
to senior surface water rights in Colorado and depletions to usable stateline flow. Since
many activities will continue after the date of this report, the State Engineer will provide
additional information to the Special Master and Kansas during the trial segment set to begin
on February 19, 1996.

The State Engineer sincerely acknowledges the assistance of the following staff who
contributed in preparing this report by the September 29, 1995 deadline. These individuals
include: Will Burt, Deputy State Engineer; Steve Lautenschlager, Assistant Slate Engineer;
Steve Witte, Division Engineer for Water Division 2; lody Grantham, Special Assistant to
the State Engineer; Keith Kepler, Assistant Division Engineer; George Van Slyke, Chief,
Geotechnical Branch; and Dewayne Schroeder, Chief, Modelling Branch.

2
