-,

field observations. The WS2 database is nearly complete for wells in the Arkansas River
valley from Pueblo to the stateline. Completion of field inspections and quality control work
in this area is expected by December 1, 1995. Once field work is complete for the main
valley wells, field inventory efforts will proceed to Fountain Creek and other areas outside
the main valley. WS2 will eventually encompass all wells subject to the 1994 Measurement
Rules and the 1996 Use Rules throughout the basin.

AWEL7

A WEL 7 is the revised version of the database of large capacity wells in the valley fill
aquifer used in Kansas v. Colorado as previously described. The current version of AWEL7
includes wells in valley fill and surficial aquifers with pumping rates of 50 gpm or more.
A detailed review of well permits and decrees for wells in surficial aquifers was also made
and that data was included. The Division's Denver staff is currently working to cross-index
these records with those of WS2, by assigning the structure identification number in the
AWEL7 database. After adding structure identification numbers, quality control work will
correct any apparent inconsistencies between WS2 and A WEL 7.

MEAS 100

The Measurement database, currently MEAS _100, includes information received as
part of 1994 Measurement Rule compliance. It also incorporates information on water
measurement supplied by the Lower Arkansas Water Management Association (LAWMA),
the Colorado Water Protective and Development Association (CWPDA), the Arkansas
Groundwater Users Association (AGUA), and the Ft. Lyon Well User Group. As part of
the 1994 Measurement Rules, information submittal forms were developed for well users to
report data required under the roles. (See Appendix B for the roles and forms). Each form
number relates to a specific role number requirement. For example, Form 3.1 is used to
report installation, certification or verification of a totalizing flow meter and includes
information describing the meter as well as the results from an independent field test. Form
3.2 is used to report the determination of a power conversion coefficient (PCC), and includes
information on the electric meter, observed rate of power use, discharge rate, and other
information that must be observed to determine the PCC. Re-verification of a totalizing flow
meter and a new determination of the PCC are required every four years. Inactive well
status is submitted on Form 7, and must be submitted aMua1ly. All of this information is
then entered and maintained in the Measurement database. Data supplied by the associations
is appended to the Measurement database and structure identification numbers are assigned
for those wells.

USE database

11
