<br />," <br /> <br />, <br /> <br />Chapter 4 <br /> <br />Data and Databases <br /> <br />Overall Data Management Plan <br /> <br />A major aspect of the effort to improve administration of wells in the Arkansas River <br />basin in Colorado has been the development of an organized data management system. This <br />system is based on the assignment of a structure identification number to each well subject <br />to administration during the field inventory process.2 The strocture identification number <br />establishes a unique identifier that links all other well information to that specific well. In <br />the process of field inventory, a metal tag is prepared and each well is labeled with the <br />strocture identification number to establish a unique identifier related to the physical <br />structure. If a well cannot be found during the field inventory, a structure identification <br />number is also assigned to that well data record, providing an information link on wells <br />which were not constrocted or were abandoned. <br /> <br />Historically, information available for wells included a water rights database for <br />ground water rights and a permit database that described well permitting activities. Included <br />in the permit database was some information concerning how the wells were constructed. <br />The database developed for use in the Kansas v. Colorado litigation, known as A WELS, was <br />assembled based on a thorough review of both the water rights and permit databases, <br />including some field verification in 1985, for large capacity irrigation wells in the valley fill <br />aquifer. <br /> <br />With the adoption of the 1994 Measurement Rules, the amount of information <br />collected and maintained by the Division of Water Resources increased significantly. <br />Specifically, each well owner must report monthly use data aMualiy. Information received <br />also includes the amount of water pumped, the location of the well, status of well, permit <br />number, court decree number, power meter numbers and a host of other information. <br />Therefore, enhanced data management needs were exantined to assist in the collection and <br />use of this data. <br /> <br />2 <br /> <br />The structure identification number consists of the combination of the 2-<iigit water district <br />number with a S-<iigit identifier assigned within the water district. <br /> <br />9 <br />
