Either or both <br /> <br /> <br />would justify radical changes in the original plan. The first is <br /> <br />ariinterconnection at and interchange of power with a new large <br /> <br />thermal generating plant now being constructed at Four Corners, New <br /> <br />Mexico, by Arizona public Service Company. Under this plan, desig~ated <br /> <br /> <br />as plan 2, power would be transmitted from this plant by displacement <br /> <br /> <br />over the Project system. The second possibility proposed is the <br /> <br /> <br />construction of a large thermal generating station in northwestern <br /> <br />Colorado by an agency other than the Federal Government, and .the <br /> <br />interconnection of this plant with the project power system for the <br /> <br />initial primary purpose of transmitting large blocks of power over <br /> <br /> <br />the project system, principally by displacement with Glen Canyon <br /> <br /> <br />power, to the Phoenix market. This is Plan 3. In the case of power <br /> <br /> <br />interchange with the Four Corners plant, no wheeling charges are <br /> <br />~. <br /> <br />8 <br />
