<br />. <br /> <br />. <br /> <br />series of power flow studies to determine what changes should be <br /> <br /> <br />made to the so-called Modified Transmission System to secure the <br /> <br /> <br />best and most economical transmission system to serve the entire <br /> <br />Upper Basin area. In this process, a number of transmission lines <br /> <br />were eliminated, the locations of others were changed to better <br /> <br />serve the power flows. It was found that the construction of some <br /> <br />lines could be deferred for a few years with resulting savings in <br /> <br /> <br />interest and operating charges, and the voltage of some lines was <br /> <br /> <br />changed to better suit the amounts of power to be transmitted. These <br /> <br /> <br />power flow studies were made both with and without interconnections <br /> <br />with other power systems. <br />After the power flow studies had been made and analyzed, <br /> <br /> <br />a transmission system as shown on Fig. 4 was tentatively selected <br /> <br /> <br />as the basis for further negotiations with Investor-OWned power <br /> <br /> <br />companies. The Bureau held a series of conferences with each of <br /> <br />the Investor-owned power companies to explore the possibility of <br />pooling Federal and Investor-OWned transmission facilities, the <br /> <br />benefits of interconnections between the C.R.S.P. and the Company's <br /> <br />power systems, and to compare the benefits to the Basin Fund <br /> <br />resulting from the wheeling proposals of each of the Companies with <br /> <br />the cost of Federal constructed transmission facilities and with <br /> <br />possible interconnections and coordination with proposed thermal <br />electric plants. These negotiations will be discussed by individual <br /> <br />states. <br /> <br />5 <br />
