.

.

more expensive transmission facilities.

It appears that the wheeling proposal of the Utah Power and

Light Company would result in more surplus revenues for the Project

fund than would result from the construction by the Bureau of the

independent transmission lines to serve the preference customers in

Utah. This is particularly true during the early years of operation

of C.R.S.P. during which the charges for wheeling under the Company's

proposal would be considerably less.

It may be that the Bureau and the Department will decide

to accept the Company's wheeling proposal subject to termination after

a period of 8 or 10 years. The situation could then be reviewed at

that time, and the Government could then decide whether it was ad-

vantageous to the Project to continue to have the Company wheel C.R.S.

P. power or to build an independent transmission system.

Wyominq

The Modified Transmission System proposed by the Bureau for

C.R.S.P. included one, 115 kv. transmission line from Craig, Colorado,

to Sinclair, Wyoming. This line would connect with the Missouri

River Basin, Western Division transmission system at Sinclair.

The Pacific Power and Light Company has plans for an ex-

tensive 230 kv. transmission system in Wyoming, and plans to increase

the capacity of its thermal generating station at Glen Rock to 350 MW.,

and to construct initially one unit of probably 150 MW., at a new

thermal generating station at Rawlins, Wyoming. The 230 kv. trans-

mission lines included in the Company's present and proposed trans-
22
