Central Arizona Project. <br /> <br />The Commission's activities during the year in behalf of the <br />Central Arizona Project are detailed elsewhere in this report. <br /> <br />II. Interstate Planning and Study. <br /> <br />The Water Resources Planning Act (P.L. 89-80, July 22, <br />1965) established the Water Resources Council. The President <br />transferred the functions and committee organization of the <br />Interagency Committee on Water Resources to the Water Re- <br />sources Council on April 10, 1966. This transfer included the <br />Pacific Southwest Interagency Committee. By letter of October <br />10, 1966, the Water Resources Council requested the Pacific <br />Southwest Interagency Committee to take leadership and co- <br />ordinate the comprehensive studies in the Pacific Southwest, <br />including the Lower Colorado Region. PSIAC accepted this <br />responsibility' by letter of November 21, 1966. An organization <br />meeting to begin the Lower Colorado Region study was held <br />on February 8, 1967. The Department of the Interior was desig- <br />nated to be lead agency and the Bureau of Reclamation provides <br />chairmanship of the Lower Colorado Region State-Federal Inter- <br />agency Group and Staff. <br /> <br />The Commission represents the State of Arizona in the <br />Comprehensive Framework Study of present and future watel" <br />supplies and needs in the Lower Basin. Protection of Arizona's interests on tributaries of the <br />Colorado River and other streams. <br /> <br />In addition to its functions with respect to the main stream <br />of the Colorado River, the Commission is concerned with pro- <br />tecting Arizona's interests in other interstate streams such as <br />the upper Gila River, Zuni River, Little Colorado River, Virgin <br />River, Kanab and Johnson Creeks and the Santa Cruz River. <br /> <br />With respect to the Virgin River and its tributaries and <br />Kanab Creek and its tributaries, we shall continue to maintain <br />the closest relations with Nevada and Utah, to the end of pro- <br />moting the development and use, of the waters of those streams <br />and fully protecting Arizona's present and future uses thereof. <br /> <br />As for the Santa Cruz: This presents delicate and diffi- <br />cult problems which have concerned the Commission and its <br />l'ngineering and legal staffs for some years. In this connection, <br />the Commission maintains contact with the International Bound- <br />ary and Water Commission as well as the areas in Arizona <br />directly affected.
