<br />b4~,1~' <br /> <br />for which Arizona may qualify. One such source of money is <br />provided by the National Water Resources Planning Act. The <br />Commission has applied for matching funds available under <br />this Act to cover a part of the costs of adding essential technical <br />employees to its staff. <br /> <br />Through members of the Commission, its staff and con- <br />sultants, liaison is maintained with the Governor, the Legis- <br />lature and the Arizona Power Authority. <br /> <br />While pushing forward with planning for the State Water <br />and Power Plan, it is also the responsibility of the Stream Com- <br />mission to give full support to the State's effort to obtain <br />congressional authorization of the Central Arizona Project as a <br />federal reclamation project for so long as that is the poiicy of <br />the State. <br /> <br />In the State Water and Power Plan Act the Legislature <br />gave Arizona a new and significant tool for development of <br />Arizona's water and power resources and likewise a greatly <br />improved State water resources agency setup. <br /> <br />This annual report contains not only the actions of the <br />Commission during the 1966-1967 fiscal year but a continuation <br />of the history of Arizona's struggle for Colorado River water <br />as well. We present this historical account in some detail, so <br />that those interested may view this significant aspect of Ari- <br />zona's official life in its full dimensions. We contemplate, too, <br />that future historians will want to know what transpired during <br />these years of massive effort involving the Colorado River.
