The congressmen suggested four <br />possible routes for Arizona: (1) Go it alone, with state devel- <br />opment and financing, either through a bond issue or using <br />revenues from the two dams; (2) go for a bare-bones CAP <br />without the dams; (3) support a modified regional Colorado <br />River bill "deferring basin action on some of the large and <br />controversial components of the present bill," or (4) try again <br />with the same bill in the next session. <br /> <br />There were withal some gains, said the congressmen. The <br />bill had passed the House Committee on Interior and Insular <br />Affairs in 1966 where it hadn't in 1951. The House and the <br />nation at large were now aware of Arizona's water plight. Com- <br />munication had been opened among the seven Basin states. And <br />Arizona had put together an exceptional team of expert law- <br />yers, engineers and technicians which, said the congressmen, <br />"must be kept together." <br /> <br />Simultaneously with the issuance of the congressmen's <br />"white paper," Governor Goddard made known that the state <br />was now exploring the possibility of going it alone. He, said he <br />had asked the Arizona Interstate Stream Commission, and the <br />Arizona Power Authority to embark on a feasibility study. How- <br />ever, this did not mean that Arizona had given up its effort to <br />obtain a federal reclamation project. Actually. said the governor, <br />he had been consulting with officials of the two agencies for <br />several months on possible altern.atives. "It would have been <br />short~sighted not to have considered the need for alternatives, <br />while at the same time focusing the state's total resources on <br />the pursuit of a federally-funded project," said Governor God- <br />nard. He went on to explain that the state was studying not <br />only the possibility' of building the two dams itself but also <br />financing CAP some other way if the FPC refused to license <br />the dams. The chief executive said the two agencies had been <br />asked tc;> work together and bring back a feasibility report by <br />the end of the year. <br /> <br />Senator Hayden Criticized and Defended <br /> <br />The post-mortems, meantime, went on apace. Speaking <br />before the Sun Valley Kiwanis Club in Phoenix, Lawrence <br />Mehren, chairman of the board of the Central Arizona Project <br />Association, blamed the death of CAP on the "selfishness, short- <br />sightedness and duplicity of California." He also startled Ari- <br />zonans by leveling criticism at Senator Hayden.
