He wants this bilI and he <br />wants it badly." <br /> <br />Congressman Udall, commenting on the Johnson statement, <br />said it was not based "on any consultation with me. I'm not in <br />full agreement with what he says." Mr. Udall added that many <br />California leaders "have given us the full measure of cooper- <br />ation. We're going to have to live on the river with California." <br />Nor did Mr. Udall acknowledge that the bilI was dead, although <br />he admitted that "the developments of the last two or three <br />weeks have been discouraging." "We wilI continue until there <br />is no hope left," he said. <br /> <br />California's Colorado River Board re-stated its support of <br />the bilI in a telegram from the board's chairman, Raymond R. <br />Rummonds, to Mr. Johnson. Mr. Rummonds said California <br />opposed any major changes in the legislation. If any part of <br />it was to be renegotiated, he said, it should be done in meetings <br />of all seven basin states "before rather than after the bilI goes <br />to the House floor." Replying, Mr. Johnson said Arizona had <br />no changes to propose "and therefore nothing to renegotiate." <br />And he added, "We have been asked by California's represent- <br />atives to guarantee that some provisions of the bill wiII not be <br />c hanged in the process of floor debate if a rule is obtained. <br />Obviously such a guarantee on our part is impossible. We wish <br />to proceed to the floor with H.R. 4671 in its present form." <br /> <br />On September 7 a joint statement was issued by Congress- <br />men Udall and Rhodes, with Rep. George F. Senner, Jr., con- <br />curring, which for all practical purposes interred CAP insofar <br />as that Congress was concerned. They confirmed in effect what <br />Rich Johnson had said. to wit, that California's fear 'of losing <br />its guarantee on the floor of the House persuaded its delegation <br />to bottle the bilI up in Rules. Also, they said, many House mem-. <br />bers, particularly from the East, were reluctant to commit theme <br />selves to the bilI without some promise of approval in the Senate. <br />And that assurance could not be given, partly because of Sen- <br />ator Hayden's ilIness and partly because Senator Jackson of <br />Washington firmly opposed "any meaningful study of water <br />importation." And there were other, problems: Lack of time. <br />Telling opposition to the dams by conservationists. Unremitting <br />hostility on the part of Pacific Northwest states toward the <br />water-import idea. <br /> <br />On California's role in the death of CAP, the Arizona <br />congressmen had this to say: "While we believe California <br />has been unnecessarily cautious and overly protective of its own <br />interests, we recognize that regardless of our future course, our <br />two states must continue to live together and confront mutual <br />problems. . . We close no doors of negotiations or cooperation <br />with California and we report these developments more in. <br />sorrow than in anger.
