,
,

GEl Payment Request- GEl has submitted a request for payment for their
work on the Phase II study--$6,265, We have asked CWCS to concur in the
payment of 90% of the requested amount ($5,639,31), that concurrence has
been received. Attached for your review is a copy of the invoice, progress report
letter, and the CWCS concurrence memo. I recommend that the Enterprise
Soard approve the payment of $5,639.31 to GEL

.

Pueblo Reservoir Enlargement Study- Reclamation has responded to our
questions regarding the additional costs for the completion of the Pueblo
Reservoir Enlargement Study. They are again requesting payment of $28,000. I
still believe that we were overcharged for these services. We requested that the
additional work be completed, but we had asked for an estimate of costs before
the work was to begin. That cost estimate was never provided. We will offer to
pay half of the costs in an effort to settle the matter. I'll keep you updated.
Update: Please review the attached letter we sent to USBR. We're proposing
that we pay half of the cost. No Reclamation response yet.

Action Items for Needs Assessment Enterprise
Board Meeting-

1. GEl Payment Request,-$5,639,31
2. Review PSOP Completion Schedule

Southeastern Colorado Water Activity Enterprise-Report

Safety of Dams Project- Most of the major work has been completed. The
contractor has de-mobilized the on-site operation. We are still awaiting
Reclamation's decision on how best to seal the leaking contraction joints.
Reclamation will provide a more detailed update at our Soard meeting.

Return Flow and Enterprise-Owned Project Water Sales--- Applications for
Return Flow Sales requests will go out within the next few weeks. For the first
two months (April and May) of the augmentation year we will sell Return Flows
for $5.00 per acre-foot (including the SOD surcharge). This will allow well owner
groups to buy less costly replacement water for their spring irrigation. Return
Flows will be sold for $6.50 per acre-foot (including the $0.50 SOD surcharge).
The Enterprise will also sell Enterprise-owned Project Water for use this spring-
rate: $5,00 per acre-foot.

Action Items for Water Activity Enterprise Board Meeting
1.
