<br />" <br /> <br />Uill:.J:13 <br /> <br />..:' <br /> <br />General Manager's Report <br />December 14, 1999 to January 19, 2000--Update <br /> <br />Water and Storage Needs Assessment Enterprise-RegQtl <br /> <br />Storage Study CommitteelWater and Storage Needs Assessment- <br />Attached for your review is a timeline for the completion of the "preferred storage <br />options plan (PSOP)," which is the goal of Phase II of the Water and Storage <br />Needs Assessment Project I had hoped that we would have a final PSOP by the <br />end of February, but given the need to review the first draft with SSC members <br />and our constituents, a final draft will not be presented to the Board until June of <br />this year (see the attached schedule). I believe the extra time is important <br />though, because it will give us a chance to refine the PSOP and build support for <br />its proposed storage alternatives. <br /> <br />GEl and Enterprise staff have begun work on the concept of interruptible supply <br />agreements and water banking as a part of our study of non-structural <br />alternatives to meet future demands. Our first step is to meet with ag and <br />municipal water users to discuss how these programs might work to meet their <br />needs. We will have a meeting in Rocky Ford, Thursday, January 13'h to begin <br />these discussions. There has been considerable debate on these concepts over <br />the last several weeks among the water users and community representatives in <br />the wake of the announcement that additional Rocky Ford Ditch shareholders <br />are selling to the City of Aurora. I will update the Board following the January 13'h <br />meeting. Update: We had about 25 people attend the meeting in Rocky Ford <br />regarding the interruptible supply agreement and water banking concepts. Dick <br />Westmore did an excellent job explaining how these concepts might work and <br />then we opened the meeting up for group discussion, The challenge we face is <br />that the farmers need an immediate influx of cash to stay in operation, but it will <br />take longer to develop these concepts, perhaps even years of legislative or legal <br />work. There was general agreement that a water bank used to facilitate the lease <br />of water irrigation use to domestic use during drought periods would be helpful <br />for both farmers and cities. We've scheduled a follow-up meeting for January 25th <br />in Rocky Ford, <br /> <br />The next meeting of the Storage Study Committee (SSC) is set for February 3'd, <br />10:00 a.m. to 2:00 p.m. at the District office in Pueblo. The Modeling Sub- <br />committee should have most of their work completed in time for a presentation at <br />this meeting. <br />
