Functions

The Arkansas-White-Red Basins Interagency Committee t/ was
established by the Interc\gency Comlll~ttee on Water Resourc.,s (ICIII\()
in September 1955 to assist in the coordination or the water and
related land resources act1vities oT the states and federal
agencies in ~he three river basins. The objectives o~ the
committee as stated in its Charter is'5ue;j by lCWR are "to prOV1<le
in the Arkansas, White, and Red River Basins improveo racilities,
programs, and activities o~ the Departments o~ the In~erlor;
Commerce; Agriculture; ArIllY; the Federal Energy ~egulatory
Commission; and the States in the rield or water and rela~ed land
resources investiga~ion, planning, construction, operation, ~nd
Daintenance; to provide means by ~hich con~licts lIIay be resolved;
and to provide procedures ror coordination o~ th.,ir interests with
those of other Federal, local governmental and private agencies in
the water and related land resources field." The AWR Committee is
rurther charged ~ith coordination of worK and resolution of
conflicts. As succ...ssor to ICWR, th... Wat...r Resources Council
directed the comMittee to continue under its 1955 Charter. lhe
Charter was amended by the Water Resources Council efrective
December 12, 1969, to include the Departments or Transportation and
Housing and Urban Development and to update the geographic
boundaries. The Environmental Protection Agency waS invited to
lIIembership on Harch 22, 1971, and th... Chart...r ..as allend...d to
include this agency to me..ber"hip on September 15, 1972. Federal
Emergency Hanage.ent Agency ..as invited to membership Harch 28,
1988, and the Charter was amended to include this agency to
lIIembership on Hay 12, 1988. On October 23, 1975, th... beginning or
th... operating year was changed ~rom July i to October 1 to reflect
the new federal fiscal year.

The geographical area encompassed by AWRBIAC includes the entire
State of Oklahoma and those portions ot. the States of louisiana,
HissoUP1, Arkansas, Texas, Kansas, Colorado, and New Hex1co lY1ng
within the Arkansas-White-R...d Riv...r Basins, but excluding th...
Ouachita River Basin and those portions or the Arkansas, W~ite, and
R...d Rivers a~fect...d by the Mississippi River back..at...r ..hich are
no.. included in the jurisdiction of the Missis~ippi R1ver
Commission. Th... eight Stat...s of the basins and the nine Fed...ral
agencies having a participating r...sponsibility in toe d~velopment
of the ..ater and related land r...sources of tt.E' basins are AWI<BIAC
members. The Governor of ...ach stat~ des1gnates the orficlal
r...presentative on the cOlDalittee. Each t.ederal agency has
