It shall be normal practice to prepare an agenda of interest and of <br />sufficient length to occupy a meeting not to exceed a day and one-half. It <br />should be circulated at least 1 week in advance of meeting date. <br /> <br />b. There shall be a period designated during each meeting that shall be <br />open for spontaneous discussion of subjects of interest to the AWRBIAC. <br /> <br />Section 4. Selection of Temporary Chairman <br /> <br />If the chairman cannot be present, he shall designate a temporary chair- <br />man. In the absence of the temporary chairman, AWRBIAC shall designate an <br />acting chairman. <br /> <br />Section 5. Parliamentary Procedure <br /> <br />Questions of meeting procedure or points of order shall be resolved in <br />accordance with Roberts' Rules of Order, revised, except wherein such Rules <br />may be inconsistent with the provisions of these Articles. <br /> <br />ARTICLE IV - TYPE OF PROGRAMS (GUIDES) <br /> <br />Section 1. Info~ational Programs <br /> <br />a. There viII be included an the agenda from time to time informational <br />items having national and regional significance, both for the AWRBIAC and the <br />public. <br /> <br />b. Each item on the agenda should normally be limited to 2 hours or less, <br />including discussion. <br /> <br />Section 2. Committee Reports <br /> <br />Coooittee reports shall be presented in summary form only - complete <br />reports should be submitted for attachment to minutes. The presentations <br />shall be made in accordance ~ith specifications of the Administrative <br />Committee. <br /> <br />Section J. Papers and Discussions <br /> <br />a. Papers to be presented at meetings shall be submitted to the Adminis- <br />trative Committee for preparation of agenda, and for informational purposes, <br />as necessary, and for distribution to representatives of AWRBLAC at least <br />30 days before the meeting. The Administrative Committee ~il1 set up such <br />procedures as ~ill accomplish this purpose. <br /> <br />b. OLocuGGLon designed to bring out all facets of an issue shall be <br />encouraged at regular meetings. <br /> <br />7 <br />
