The first order of ~usiness of a standing committee shall be to <br />submit, for AWRBIAC consideration, a proposed outline of responsibilities <br />which, when adopted as pr~posed or amended, shall become the guide for the <br />standing committee activity. <br /> <br />g. The chairman of a standing committee, with approval of it, members, is <br />authorized to make interim and/or short-term appointments to "work groups" as <br />may be required to carry out the standing committee's responsibilities. <br /> <br />ARTICLE II - VOTING PROCEDURE, AWRBIAC <br /> <br />Section 1. Quorum! <br /> <br />A majority of the representatives shall constitute a quorum, provided <br />that at least three state and three federal agency members are present. <br /> <br />Section 2. Majority Rule <br /> <br />a. All action, except where specifically exempted, shall be in accordance <br />with the majority vote of the membership present. <br /> <br />b. The term "representatives" includes duly appointed members Dr <br />alternates of both federal agencies and states. <br /> <br />c. The chairman may vote, and must vote, in case of a tie. <br /> <br />Section 3. Recording of Votes <br /> <br />Upon the request of any member, the -ayes" and -nays" shall be recorded <br />and published in the minutes. <br /> <br />ARTICLE III - MEETING (GUIDES) <br /> <br />,. <br />Section 1. Types of Meetings <br /> <br />a. Regular meetings shall be held at suitable inter/als throughout the <br />year. Regular meetings normally will be. open to the public. <br /> <br />b. Executive or special meetings may be called by the AWRBIAC Chairman. <br /> <br />Section 2. Location of Meetings <br /> <br />a. The location of regular meetings will normally be rotated among the <br />various states, preferably selected by invitation from the state. <br /> <br />b.
