'l'e!1qx>rary contracts <br />for sale of water will be made on a interim basis until long-tenn cx:ntracts <br />can be negotiated. <br /> <br />. <br /> <br />'1'I.1rqOOise Lake is operated for regulation of project and non-project <br />water on a service basis as well as for incidental fish and wildlife and <br />recreation purposes. <br /> <br />Pueblo Reservoir is operated for regulation of. project and non-project <br />water on a sezvice basis, as well as for flood cx:ntrol, fish and wild- <br />life, and recreation purposes. <br /> <br />Under present plans, 'IW:l.n Lakes Dam will rot be operated by the Fryingpan- <br />Arkansas Project until construction of the new dam is at or near CXlIlPletion. <br />li:::Mever, the project is accumulating ownership of water in Twin Lakes by <br />exchange with other entities to provide water .for testing the Mt. Elbert <br />Pl.Inp;!d-Storage ~lant. <br /> <br />The report has ~ nain parts. The first part reports the results of <br />actual operations through water year 1977. The other presents operating <br />plans for water year 1978. <br /> <br />In establishing the general plan for future operations, three possibil- . <br />itieB are cx:nsidered: (1) a reasonable nax:innmI water S1.1pI?lYl (2) a <br />reasonable mi.n.imum water supply 1 and (3) a IlOlIt probable water supply. <br />These three conditions of water S1.1pI?ly are de;rived by statistical analy- <br />sis of historical water supply data. Statistically, the actual runoff <br />has a l-in-10 chance of being less than the reasonable minimum and a 1- <br />in-10 chance of bein:J greater than the reasonable maximum. Annual <br />inflow of a magnitude that is equaled or excaecled 50 percent of the tine <br />is considered the IlOst probable supply. Exhibits 1, 2, and 3 illustrate <br />the probability curves used. Cklce established, hcMever, the Annual <br />Operating Plan does rot remain rigid.
