<br />'lliis is the ninth Annual 4Jerating Plan for the Fryingpan-Arkansas
<br />Project, which, when oonpleted will ronsist of federally owned dams,
<br />reservoirs, canals, exmduits, tunnels, purrping plants, hydroelectric
<br />p:lWerplants, electric transmission lines, substations, and other facil-
<br />ities. As indicated by the enclosed project map, these features are, or
<br />will be, located in the Fryingpan River and Hunter Creek drainage areas
<br />of the Cblorado River Basin and in the Arkansas River Basin, central and
<br />southeastern Cblorado, respectively.

<br />These extensive ~rks will ultimately make possible the orderly and
<br />beneficial use of water for i=igation, hydroelectric J:X)I>Jer generation,
<br />fish and wildlife preservation, and rmmicipal and industrial uses, and
<br />provide flood oontrol and other collateral benefits.

<br />'!he purpose of this report is to provide a basis for increased cooperation
<br />and understanding arrong all ooncemed with the roordinated operation of
<br />the Project.

<br />'!'he FIyingpan-Arkansas Project was authorized lIDder Public Law 87-590,
<br />87th Cbngress, H.R. 2206, on August 16, 1962. 'lliis law provides that
<br />the Project will be operated lIDder Operating Principles adopted by the
<br />State of Cbloracb April 30, 1959, as aJrel1ded December 30, 1959, and
<br />December 9, 1960. '!hese 4Jerating Principles \\ere published by the 87th
<br />Cbngress, 1st Session, as fbuse LOcunent N::>. 130. A ropy of these
<br />Operating Principles is included as an appendix to this report.

<br />Currently, project features in operation are Ruedi Dam and Reservoir,
<br />Sugar loaf Dam and 'l\1Iq1.Pise Lake, Pueblo Dam and Reservoir, Charles H.
<br />Boustead, South Fork, Cha~, and Nast Tunnels and the FIyingpan, South
<br />Fork, O1a~, Lily Pad, Sawyer and Ivanhoe diversion structures.

<br />'!he Bureau has OOIlIpleted several operation studies on Ruedi Reservoir by
<br />asslilling various agricultural, municipal, and industrial demands.
<br />Depending up:m the assured demand, the average annual yield of the
<br />reservoir varied fran 64,000 to 78,000 acre-feet. 'Il1e present estimate
<br />of the replaC€!lEl1t requirerrent is about 28,000 acre-feet annually and the
<br />average annual marketable yield is estimated to vary from 36,000 to 50,000
<br />acre-feet. '!he Bureau is refonnulating the W:!st Divide Project to utilize
