.

117S

spot measurements. After May 1968, when storage began in Ruedi Reservoir,
the actual inflow was oorrputed by measuring the outflow and the change
in storage. Upstream transrrountain diversions were added back to the
reservoir inflow to give the undepleted inflow to Ruedi Reservoir.

A probability curve for Ruedi I s undepleted inflow was computed by the
Log Pearson method and is shown graphically on Exhibit 1. Annual inflow
of a magnitude that is equaled or exceeded 50 percent of the time was
oonsidered the lIDst probable inflow, that with a 90 percent chance of
being equaled or exceeded was (xmsidered to be the reasonable minimum,
and that with only a 10 percent chance of being equaled or exceeded was
ronsidered the reasonable maximum. '!he October through March inflow was
the average 1960 through 1974 inflow for this period. After October
through March inflow was subtracted, the remainder was distributed anong
the lIDnths of April through September according to the distribution of
the mean undepleted inflow. From the undepleted inflow, the corresponding
transrrountain diversions were subtracted. '!he transrrountain diversions
were the lIDst probable, the reasonable minimum, and the reasonable
maximum values for Busk-Ivanhoe and Charles H. Boustead Tunnel diversions
as detennined by probability studies, Exhibit 2. Storable inflow was
oonsidered to be the resulting depleted inflow less bypass for the
protection of recreational values, including fishing on the Fryingpan
River below Ruedi Reservoir.

.

Minimum Reservoir Release

'!he bypass, not to exceed the stream3inflow, is 39 ft3/s for the I1Dnths
of November through April and 110 ft /s for May through October.

Reservoir ~ration

The runoff above Ruedi Reservoir in 1977 was about 25 percent of nonnal,
and as a result, Ruedi Reservoir did not fill as planned. A maximum
reservoir content of 86,400 acre-feet was reached on June 30, 1977,
and was 16,000 acre-feet short of filling. '!he 1978 operation of Ruedi
Reservoir mntenplates the ronservation of water in anticipation of
another dry 3year . The release from the reservoir will be maintained at
about 50 ft /s until January 1, 1978. Based upon the type of runoff
season indicated by the January 1 snow pack data, the outflow from Ruedi
will be adjusted acoordingly. 'Ib provide maximum flood protection below
the dam, the reservoir will be drawn down by March 31 to a point where
refilling V/Ould be assured during the spring runoff. Estimates of
probable inflow will be made in February and March when actual oondi tions
beccm3 known from the February 1 and March 1 snow forecasts, and the
drawdown will be adjusted acoordingly.

~st Slope recreation interests requested that the reservoir water level
not be drawn down below elevation 7706.0 (53,122 acre-feet), which is

.

9
