DEPARTMENT OF THE ARMY <br />CORPS OF ENGINEERS <br /> <br />SEMIANNUAL REPORT <br />(January - June 1981) <br /> <br />TO PACIFIC SOUTHWEST INTER-AGENCY COMMITTEE <br />FOR 81-2 MEETING <br /> <br />CONSTRUCTION PROGRAM: <br /> <br />1. New Melones Lake, California. Real Estate Design Memorandum No. 36, <br />covering the 92 additional tracts required for recreation, was approved by the <br />Chief of Engineers on 31 March 1981. Funds for acquisition are now being <br />programmed for future budgetary requests. To date, all but 22 ownerships have <br />been acquired on Lower Stanislaus River and acquisition will continue in <br />FY 1982. Work on Phase I reservoir clearing commenced in January 1981. Also, <br />three contracts for low-level recreation facilities at .the reservoir have been <br />awarded. Along the Lower Stanislaus, construction has been initiated for <br />three day-use areas. This year the Bureau of Reclamation operated the <br />reservoir for maximum power generation, but because of a light snowpack, the <br />water level reached only elevation 840 feet. <br /> <br />2. Sacramento River Bank Protection, California. Subsequent to the Board of <br />Engineers for Rivers. and Harbors review, the report in wildlife mitigation was <br />reviewed by Federal agencies and the State of California. Comments and <br />responses on report are being processed prior to forwarding report to the <br />Secretary of the Army for transmittal to Congress for authorization of the <br />mitigation program. <br /> <br />3. San Francisco Bay to Stockton, California (John F. Baldwin and Stockton <br />Channels). The final GDM/EIS submitted to the Division Commander in September <br />1980 for review was transmitted by the Division Commander to the Chief of <br />Engineers for approval on 28 April 1981. The EIS was filed with EPA on <br />28 June 1981. Responses to the Chief of Engineers comments are being prepared. <br /> <br />4. Phoenix and Vicinity, Arizona. Construction is continuing on Adobe Dam. <br />As of 30 June, the project was 59 percent complete. The scheduled completion <br />date is December 1981. <br /> <br />5. Dry Creek (Warm Springs Dam and Lake Sonoma), California. Construction is <br />continuing on the embankment and appurtenant dam facilities. On the dam, the <br />outlet works are 90 percent complete; shaft construction continues; the <br />cofferdam has been completed. Remainder of embankment is to elevation 340. <br />Authorization and funding are being sought for the preparation of DM for <br />installation of hydroelectric facilities. Grouting is complete and the final <br />completion date of the embankment remains in late 1982.
