The Ventura County Flood Control District prepared 6 alternative layouts for an outlet channel. A study plan for develop- ment of the EIS is being prepared. Central Sonoma Watershed (Spring Creek EIS) The sponsors certified completion of the EIS(EIR in January 1981. In February, opponents of the project petitioned the court to order the certifi- cation set aside. In July, the court issued a notice of intended decision in favor of the opponents. The first contract for $500,000 is scheduled to be awarded during the summer of 1981. Llagas Creek Watershed Reformulation of the plan was completed. Alter- natives were discussed at public workshops held on May 2 and June 4. Working copies of a new draft EIS were' begun. In some reaches the only additional work will be stabilizing channels that have already been excavated and mitigating wildlife habitat losses that occured when those channels were exca- vated. A finding of no significant impact is being prepared for this part of the work. Carpinteria Valley Watershed Work is nearing completion on the Hog Canyon unit of thi s watershed. The next contract - Live F - is scheduled to start in FY-82. Final plans and specifications have been sent to the sponsors. Delays are expected in this sensitive area. Lower Pine Creek Watershed A local contract was awarded by the Contra Costa' Flood Control District for $2.4 million to construct the Lower Pine flood control basin. A vegetative and landscape contract is scheduled for award in the fourth quarter of FY-81. Santa Ynez Flood Pretection Project - (PL-534) Work is continuing on second contract on the San Miguelito sub-watershed for channel improvement. Preparation of flows and specifications are under- way for the third contract, which is scheduled for around the third quarter of FY-81. -9-
