We were informed that these planning efforts <br />should include the purpose of water yield improvement, and that when these <br />studies were completed and the reports published, then it would be timely <br />to request a feasibility study. <br /> <br />Accordingly, representatives of PSIAC have contacted your staff, and the <br />staffs of the other regions covering portions of the Colorado River Basin, <br />explained the need for studies of water yield improvement, and provided <br />certain material for the justification of such studies; We have been ._ <br />pleased by the response of your staff, and appreciate the time and effort <br />that has gone into the inclusion of this objective in your regional plan. <br /> <br />We are concerned, however, that it may not have been presented in the <br />regional plans in the manner which this very important topic warrants. <br />In reviewing the draft Intermountain Regional Plan and the related Draft <br />Environmental Impact Statement members of PSIAC noted that it was not <br />included as one of the seven major public issues and management concerns <br />discussed on pages three through nine of ' the draft EIS. It was included <br />in one of the remaining ten issues and management concerns in the appendix, <br />but we believe that this is not an adequate treatment of this very important <br />issue. <br /> <br />Accordingly, we request that the regional plan report and EIS be revised so <br />that it appropri ately covers the poss i bil i ti es and prospects for increasi n9 <br />streamflow in the Colorado River Basin from Forest Service lands. In <br />addition to those possibilities involving traditional Forest Service <br />practices, such as timber sales, we particularly request that the regional <br />plan cover other possible measures to increase stream flow from Forest <br />Service lands as were covered in the 1979 report. These other measures <br />include the construction of snow fences and the conversion of ground cover <br />from one type to another.
