-2-

for the Forest Service. We were informed that these planning efforts
should include the purpose of water yield improvement, and that when these
studies were completed and the reports published, then it would be timely
to request a feasibility study.

Accordingly, representatives of PSIAC have contacted your staff, and the
staffs of the other regions covering portions of the Colorado River Basin,
explained the need for studies of water yield improvement, and provided
certain material for the justification of such studies; We have been ._
pleased by the response of your staff, and appreciate the time and effort
that has gone into the inclusion of this objective in your regional plan.

We are concerned, however, that it may not have been presented in the
regional plans in the manner which this very important topic warrants.
In reviewing the draft Intermountain Regional Plan and the related Draft
Environmental Impact Statement members of PSIAC noted that it was not
included as one of the seven major public issues and management concerns
discussed on pages three through nine of ' the draft EIS. It was included
in one of the remaining ten issues and management concerns in the appendix,
but we believe that this is not an adequate treatment of this very important
issue.

Accordingly, we request that the regional plan report and EIS be revised so
that it appropri ately covers the poss i bil i ti es and prospects for increasi n9
streamflow in the Colorado River Basin from Forest Service lands. In
addition to those possibilities involving traditional Forest Service
practices, such as timber sales, we particularly request that the regional
plan cover other possible measures to increase stream flow from Forest
Service lands as were covered in the 1979 report. These other measures
include the construction of snow fences and the conversion of ground cover
from one type to another. Your cooperation and assistance with PSIAC and
its member states and agencies is greatly appreciated.

Sincerely yours,

{)),w. . cjI. Q._j)
WILLIAM H. PAYNr-
Chairman PSIAC

B-23
