Backlund <br /> <br />September 24, 1981 <br /> <br />The Pacific Southwest Inter-Agency Committee (PSIAC) has been sponsoring <br />studies of the region's water and land resources for many years. As many <br />studies and reports have shown. the Colorado River Basin, which is in <br />seven of the nine states covered bY PSIAC, faces a serious water shortage <br />'in the future. The significance of this impending water shortage has <br />national ramifications in view of the tremendous reserves of fossil energy <br />resources within the basin. the development of which will require the <br />consumption of large quantities of water. <br /> <br />Congress has recognized the unique water problems of the Colorado River <br />Basin. and, in Public Law 90-537. directed the developments of plans to <br />meet both present and future water requirements in the basin. In its <br />report ,that partially responded to that directive. "Westwide Study Report <br />on Critical Water Problems Facing Eleven Western States" April 1975. the <br />Department of the Interior recognized the need for augmentation for the <br />Colorado River's water supplies. and identified weather modification as <br />one of the possible means of augmentation. Both PSIAC and the Colorado <br />River Basin states have been carefully monitoring the progress of the <br />Bureau of Reclamation's studies of weather modification in the Colorado <br />River Basin to augment the water supplies'of the basin. We are aware <br />that a., major effort would be required to conduct experiments and tests <br />needed, to verify that increased precipitation and runoff will occur in <br />the Colorado River Basin through weather modification. <br /> <br />Accordingly. the PSIAC strongly recommends that the Bureau of Reclamation <br />and the Department of the Interior push ahead with an accelerated program <br />for a large scale confirmatory test of cloud seeding for precipitation <br />enhancement in the Colorado River Basin. and PSIAC lends its support and <br />the support of its member states toward the effectuation of this goal. <br /> <br />Sincerely yours. <br /> <br />01'l'1 ,cfi, V?~ <br />WILLIAM H.
