<br />. <br /> <br />. <br /> <br />CHAPTER I II <br /> <br />PUBLIC INVOLVEMENT <br /> <br />From February 1978 through February 1981 several planning team <br /> <br />and public meetings were held to identify and review problems and issues <br /> <br />in the areas of water resources, land resources, environment, social and <br /> <br />economic factors, and public participation. At these meetings, problems <br /> <br />and issues identified by the subteams and the public were reviewed by the <br /> <br />planning team. <br /> <br />The public involvement on this unit was implemented in stages. The <br /> <br />initial stage was designed to present general information on the unit and <br /> <br />the salinity problem to local people. Newspapers, radio, and displays <br /> <br />were used to disseminate information. <br /> <br />The next stage provided Water and Power with personal contact <br /> <br />with the public through open meetings. This time was used to discuss <br /> <br />the project individually with people, while at the same time exploring <br /> <br />ideas and concepts that could be used in formulating the first set of <br /> <br />alternatives. <br /> <br />Based on these discussions, the planning teams and members of the <br /> <br />general public subsequently reviewed the alternatives. Some alternatives <br /> <br />were eliminated at this time because they were not workable. The remain- <br /> <br />ing alternatives were refined and presented to the public through the <br /> <br />newspapers and public meetings. The feedback received from these meet- <br /> <br />ings was reviewed, and the most logical remaining alternatives were <br /> <br />identified.
