<br />. <br /> <br />. <br /> <br />CHAPTER III <br />PUBLIC INVOLVEMENT <br /> <br />The McElmo Creek Unit studies are being conducted in accordance with <br /> <br />the Water Resource Council's Principles and Standards for Water and <br /> <br />Related Land Resources Planning. The public involvement program provides <br /> <br />interested and affected agencies, groups, and individuals opportunities <br /> <br />to participate throughout the planning process. <br /> <br />Planning activities for the McElmo Creek Unit were officially <br /> <br />launched with the transmittal of a Notice of Initiation of Investigations <br /> <br />in December 1976 to several Federal, State, and local agencies. An <br /> <br />organizational planning team meeting was held in February 1978. Seven <br /> <br />subteams comprised of representatives of Federal, State, local, and <br /> <br />private interests were formed. <br /> <br />The SCS is also conducting a public involvement program on their <br /> <br />on-farm salinity control study in the McElmo Creek Basin. A draft report <br /> <br />pertaining to irrigation water management and on-farm ditch lining and <br /> <br />sprinklers is scheduled for completion in the fall of 1981. <br /> <br />The overall purpose of the planning team is to determine the amount <br /> <br />and sources of salt loading in the McElmo Creek Basin and to formulate <br /> <br />alternative plans to control the salt contributions. The subteams, <br /> <br />coordinated by the planning team leader and his assistants, are primarily <br /> <br />responsible for the generation and review of baseline data. The sub- <br /> <br />teams' recommendations are considered in plan formulation and in the <br /> <br />selection of plans. <br /> <br />001484 <br /> <br />10 <br />
