<br />The Reclamation Act of 1902 was a determination by the Congress to meet
<br />the needs of the Vest for water to sustain the production of crops by
<br />irrigation where the natural supply of precipitation was inadequate and
<br />=eliable.

<br />In the early decades of the 20th Century, the alarming waste of the
<br />Nation's natural resources was recognized and a great conservation
<br />movement began. New impetus was given the forest reserve and lmtershed
<br />protection pror>ram5 of the Department of Agriculture. New natural
<br />resouree functions were added to the Department of the Interior.
<br />Included are the National Park Service and the Fish and 1rTildlife Service.

<br />In 1929 the Corps of Engineers began its investieations in the Hissouri
<br />Basin under Authority of H.D. 30B to determine the needs and potential
<br />for works of. improvement for flood control hydroelectric power and
<br />navigation.

<br />The Flood Control Act of 1936, Public Law 738, provided general
<br />authorization for the Corps of Engineers and the Department of
<br />Agriculture to ma!{e investigations, surveys, and reports.
<br />
<br />In. 1943-44 the Corps of Ene;ineers and the Bureau of Reclamation, working
<br />separately, completed investigations and presented to the Congress their
<br />separate reports on the development of the Basin I s water resources.
<br />During extensive hearings before the Congressional committees, the tlVO
<br />plans were revised and coordinated bw the two agencies. This coordinated
<br />plan, conunonly Imrnm as the Pick-Sloan Plan, was approved bw Congress
<br />in the Flood Control Act of 1944. Subsequent legislation has expanded
<br />the 1944 Flood Control authorization.

<br />The coordinated plan provides for an integrated implementation of water
<br />resources development in the l1issouri Basin and has requixed from its
<br />inception the continuing cooperation of many federal and state agencies.
<br />The watersheds and streams have had to be intensively measured and .
<br />mapped for basic. data. Power needs, stream pollution control,.flood
<br />pro~ection and the myriad effects of the plan on agriculture, forests,
<br />fish and wildlife, business and industry, and the Indian population
<br />have had to be continuously considered and coordinated.

<br />that a program coordinating body was imperative to function as a focal
<br />point to effect a climate of smooth, cooperative relationships bebreen
<br />the numerous independent federal, state, and local agencies engaged in
<br />water and related land resources planning and development activities.
<br />Consequently, the lussouri Basin Inter-Agency Committee was established
