<br />The purpose of this report is to reflect a consolidated inventory of
<br />progress by the participating Federal and State Agencies in the develop-
<br />ment of the water and related land resources of the }ussouri River
<br />Basin. Progress is expressed in physical and financial terms for Fiscal
<br />Year 1962. The planned water developments for Fiscal Years 1963 and
<br />1964 are expressed primari1y in financial terms. A pictorial presenta-
<br />tion of the general development in the categories of projects completed,
<br />under construction, and planned for the Basin is shown on the map.

<br />Committee meetings provide a forum for the discussion of the planned
<br />and current development of water resources, and related land, forest,
<br />and other natural resources of the Basin; the resolution of.problems
<br />and issues relating thereto; the coordination of activities of the
<br />federal, state, and local agencies actively engaged in water resources
<br />development; and a source of information to the public.
<br />
<br />The desire of the states to obtain full development of the Basin water.
<br />resources is a continuing interest.
<br />
<br />The Committee is gratified that water resources development and
<br />conservation continue to be a national interest of high priority.
<br />

<br />The Missouri River Basin, which embraces 529 ,000 square miles of this
<br />C01mtry's agricultural heartland, has been under development in varying
<br />degree for nearly two centuries. The Missouri River has been utilized
<br />as an avenue for commercial transportation since 1764, when a fur-
<br />trading depot was established in st. Louis. Initial conveyance was by
<br />small hand-propelled craft. By 1820 engine-driven side-wheeler
<br />steamboats edged their way up the river as far as Fort Benton, Montana.

<br />After passage of the Homestead Act of 1862, settlement of the Great
<br />Plains progressed rapidly, resulting in the conversion of the grass-
<br />covered praixies to cultivated fields of small grains and forage crops.
<br />Ey 1885 the Corps of Engineers had begun its work of riverbank
<br />stabilization, levee construction, dredging, and other work to curb the
<br />destruction by the river.
