<br />00311J1. <br /> <br />If remedial measures are not carried out within the time agreed upon <br />at the conference, the second step of the Federal enforcement program <br />is a formal hearin€: called by the Secretary of the Department of Health, <br />Education, and Welfare. The hearing board malces recommendations to the <br />Secreta1"J who then notifies those responsible for pollution of necessary <br />remedial steps, and a time schedule to accomplish abatement. If the <br />corrective steps are not talcen action against the offending parties at <br />the request of the SecretaI"J can then be brought in the Federal Court <br />by the United States Department of Justice. There have been three <br />hearings held in the Missouri Basin, and in one instance Court action <br />has been initiated. <br /> <br />A conference l-IaS held in Scottsbluff, Nebraska on September 12, 1961, <br />at which time all parties concerned agreed that a future study of the <br />North Platte River (Wyoming-Nebraska) was necessary before realistic <br />steps for abating interstate pollution could be adopted. Following a <br />detailed study of the River, the conference l-IaS reconvened at Cheyenne, <br />Wyoming on !-larch 8, 1962. The conferees unanimously agreed upon steps <br />to be taken and a time schedule for the construction of pollution <br />abatement facilities. <br /> <br />~vater Quality <br /> <br />Basic data on water quality as related to water supply and l-Iater pollu- <br />tion control are collected and disseminated by the Public Health Service <br />in cooperation with other Federal, state; and local agencies, and with <br />industries and priVately-cwned utilities.
