<br />The Federal Water Supply Act (Title III, Publ:l.c Law 85-500) as amended
<br />by, Puplic Law 87-88 provides authority for the Corps of Engineers and'
<br />the Bureau of Reclamation to include storage :for inlmediate and future
<br />'Water supply 'within Federal navigation, :flood control, irrigation, or
<br />multiple-purpose projects on a basis which will permit the Federal
<br />Government and local :interests to share equaUy in the benefits of
<br />multiple-purpose construction. This law also provides that storage
<br />may be included in any reservoir Project sUI'veyed, planned, con-
<br />structed, or to be plmmed, surveyed, and/or constructed, by these
<br />agencies, provided there is adequate assurance of the need of such
<br />l:ater supply, and provided adequate compensation will be made for its
<br />use. A :formal agreement was concluded between the Corps of Engineers
<br />and the Public ,Health Service under which the Public Health Servic,e
<br />makes water supply evaluations for applicable projects :for the Corps
<br />o:f Engineers.
<br />
<br />Streamflow Regulation for ii'ater Quality Maintenance
<br />
<br />The Federal Water Pollution Control Act (Public Law 660 as amended by
<br />Public Law 87-88) authorizes storage in Federal impoundments to regu- ,
<br />late streamflm~ for the purpose of water quality control. The Public
<br />Health Service works closely with the Corps of Eng1neers,Bureau of
<br />Reclamation and Soil Conservation Service in determining the need for
<br />and value of such storage.
<br />
<br />Enforcement Actions
<br />
<br />Enforcement actions" to abate pollution of interstate or navigable waters
<br />are an important part of the water pollution control program. The
<br />enforcement provisions o:f the Federal Water Pollution Control Act are
<br />carried out :in close cooperation with the states concerned. The first
<br />step :in the Federal enforcement procedure provides for a conference
<br />with representatives of the affected state or states and the Public
<br />Health Service. These conferences are held for the purpose of
<br />establishing the degree and extent of the pollution problem, remedial
<br />action necessary, and a tima schedule for such remedial action. To
<br />date, seven conferences on interstate pollution have been held in the
<br />l1i.ssouri Bas:in. In each instance, State and Public Health Service
<br />conferees agreed on necessary remedial measures and a time schedule
<br />for corrective action.
