<br />The Department of Commerce provides information and advice essential
<br />to planning, developing, ~~d operating national activities in a manner
<br />conducive to growth, prosperity and economic stability. Some of its
<br />cOlrtributions, such as climatological records and census data, started
<br />long before water rnanaeement and utilization plans for the Missouri
<br />Basin were envisioned, and continue after ultimate development. Due
<br />to the nationwide scope of these servioes, some accompliShments toward
<br />development of land and ,rater resources are frequently obscure. As an
<br />example, improved weather observing techniques in a coastal area may
<br />result in 'leather forecasts which make possible more efficient agri-
<br />cultural or industrial operations in the Nissouri Basin. Likewise, an
<br />improved interstate highway system expands the marketing area and .
<br />reduces transportation costs of both exports and imports. In contrast,
<br />the value of geodetic, economic, and hydrologic data in basin planning,
<br />and the importance of weather, water yield and river forecasts to
<br />operational functions is quite apparent.

<br />Because of the nationwide integration of Department of Conunerce activ-
<br />ities, it is not possible to segregate and clearly identify those
<br />associated with the Missouri Basin. The follo~1ing summarizes briefly
<br />the 1961 fiscal year accomplishments most closely associated with
<br />current development programs and outlines future plans.

<br />Weather Bureau
<br />
<br />Weather Bureau expenditures in the Missouri Basin for Fiscal Year 1962
<br />were about $8.5 million. This does no'\; include any pro-ration of space
<br />research expenditUres. Estimated needs for Fiscal Years 1963 and 1964
<br />'reflect the same general level of operation with some improvement in
<br />aviation and agricul-tural services. More attention will be given to
<br />research and development, including severe weather and flash flood
<br />warnings. Establishment of additional hydrometeorological facilities
<br />will be accelerated. Most of these items are a part of the National
<br />Weather Service which cannot be clearly identified with Basin develop-
<br />ment. Some activities are sufficiently identified with .land and water
<br />resources development to permit reasonable estimates. These are shown
<br />in the following table:
