<br />The New Mexieo Commissioner found thaI the lolal physical eapaeity at spillway crest of Elephant Bulle
<br />Reservoir in 1996 was 2.065.000 acre-feet. On December 31,1995, Ihe eontent of Elephant Bulle Reser-
<br />voir was 2,040,200 acre'feet and no release was being made, Releases began January 2, 1996 and were
<br />in excess of the eurrent demand on Projeet Storage from January 2 through Mareh 2 and on March 5,
<br />Releases from Caballo Dam began on January 12 and were in excess of the eurrent demand on Projeet
<br />Storage on January 12, 13. and 14 and intermillently from January 19 through February and March, Most
<br />of the release from Elephant Bulle in exeess of the demand was stored in Caballo Reservoir. The content
<br />of Caballo on December 31, 1995 was 161,300 acre-feet and its eontent peaked at 223.500 aere-feet on
<br />February 20. 23, and 27, 1996, Water released from Elephant Bulle in exeess of the eurrent demand on
<br />Projeet Storage and whieh passed through Caballo Reservoir aggregated 3.300 acre,feet on February 23,
<br />and, when added to the content of Elephant Bulle Reservoir that day, resulted in peak eontent of
<br />2,047,100 acre.feet in that reservoir, Therefore, lhe Commissioner from New Mexico eoncludes that no
<br />Aetual Spill from Elephant Bulle Reservoir Occurred in 1996,
<br />
<br />The Compact Commissioners eould not reach agreement on the amount of Project Storage available for
<br />storage of usable water in 1996, However, the Compaet Commissioners agreed with the Engineer Advi-
<br />sors report that any flood eontrol in Elephant Bulle Reservoir can only be maintained at a level above the
<br />total physieal capaeity of Elephant Bulle Reservoir at the spillway erest 2,065,000 aere.feet. pursuant to
<br />the latest area-capaeity survey,
<br />
<br />The Commission reviewed the cost of operation and found that the expenses of the administration of the
<br />Rio Grande Compaet were $164,422 in the fiscal year ending June 30.1996, The United States bore
<br />$65,172 of this total; the balance of $99,250 was borne equally by the three States party to the om ct.
