<br />The 58th Annual Meeting of the Rio Grande Compact Commission was held in Austin, Texas, on April 27,
<br />1997,
<br />
<br />The Commission reviewed its prior reports and the current reports of the Secretary and the Engineer
<br />Advisers relative to streamfloW at Compact gaging stations and storage in reservoirs in 1996, The Com-
<br />mission found that:
<br />
<br />(a) Deliveries of water at the Colorado-New Mexieo state line by Colorado amounted to 140,200 acre,feet
<br />in 1996 and the scheduled delivery for the year was 137,800 acre,feet.
<br />
<br />(b) Deliveries of water into Elephant Bulle Reservoir, as measured by the Elephant Bulle Effective Supply,
<br />amounted to 325,300 aere-feet in 1996 and the scheduled delivery for the year was 256,500 acre-feet.
<br />
<br />The Commission could not agree to the accounting of accrued eredit of Colorado and New Mexico and to
<br />the release of usable water from Proieet Storage in 1996, as follows:
<br />
<br />(1) The New Mexico and Texas commissioners found that the accrued credit for deliveries by ColoradO at
<br />the Colorado-New Mexieo state line for 1996 was 2,400 aere-feet on January 1, 1997, The ColoradO
<br />commissioner found that the acerued credit for 1996 was 0 aere-feet on January 1, 1997,
<br />
<br />(2) The New Mexico and Texas Commissioners found that the accrued credit for deliveries by New Mexico
<br />at Elephant Bulle Dam for 1996 was 68,800 acre-feet on January 1, 1997. The Colorado commiS-
<br />sioner found that the accrued eredit for 1996 was 0 acre-feet on January 1, 1997.
<br />
<br />(3) The New Mexico and Texas commissioners found that the actual release of usable water was 775,500
<br />aere,feet. Also, the New Mexico Commissioner found that actual release of usable water ineluded
<br />3,300 acre-feet of release in excess of current demand. The Colorado commissioner found that the
<br />actual release of usable water was 770,700 acre-feet and that the spill of usable water was 4,800 acre'
<br />feet.
<br />
<br />The Colorado commissioner found as a result of an analysis of Rio Grande projeet operations for 1996 at
<br />least 8,753 aere,feet of water was released in excess of demand between January 17 and February 9,
<br />1997. Had that water not been released, project storage as interpreted by Colorado would have spilled on
<br />February 21, 1996, Consequently, Colorado asserts that computation of credits and debits should not be
<br />made for 1996.
