<br />.' <br />. <br />I' <br />. <br />I <br />I <br />I <br />I <br />I' <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />5 <br /> <br />The committee has also adopted procedures and guidelines which <br />include "Guideline for the Service to Critical Loads," procedures for <br />critical operating conditions, securing emergency assistance, system <br />restoration, inadvertent interchange accounting, reporting the outage of <br />critical facilities, and time error control. The committee has been <br />instrumental in establishing procedures for scheduling maintenance of <br />generating units on an annual basis, reporting system disturbance <br />information, maintaining power system stabilizer control equipment in <br />service to provide system damping, coordinating load shedding and <br />restoration programs, and maintaining a spare transformer listing to <br />facilitate the location of replacement equipment in times of emergency. <br /> <br />In its efforts to assure regional reliability, WSCC has <br />implemented a comprehensive dispatcher training program. This training <br />program, which is administered by the WSCC Technical Staff, recognizes the <br />vital importance of regional coordination and provides the necessary <br />skills to deal with the increasing complexity of interconnected system <br />operation. <br /> <br />The committee is also responsible for administering WSCC's <br />regional coordination centers established to provide greater efficiency in <br />the dissemination of operating information and coordination during <br />emergency situations. These facilities provide the interconnected system <br />with a voice and facsimile communication network, In order to provide <br />widespread coverage over the WSCC service area, the coordination centers <br />are strategically located in Portland, Montrose (Colorado), San Francisco, <br />Phoenix and Salt Lake City. <br /> <br />The Environmental Committee is responsible for recommending <br />criteria, guidelines, and obJectives to assist Member Systems in achieving <br />goals of electric power reliability and environmental compatibility. The <br />committee is also responsible for providing a forum for the exchange of <br />environmental information and for apprising the WSCC members of <br />environmental problems and technological developments. Annual seminars <br />are sponsored to provide information on the new technology available for <br />protecting the environment. <br /> <br />The Environmental Committee's 1981 activities included a <br />"Techni ca I Update" meet i ng rega rdi ng renewable energy resource <br />technologies, a pollutant discharge elimination system clinic and a <br />seminar titled "Cultural Resource Management for the Electric Utility <br />Industry." The committee also enhanced its liaison and procedures for <br />exchanging information with MAPP's (Mid-Continent Area Power Pool) <br />Environmental Committee and updated its file of unique and exceptional <br />environmental related articles which serves as reference material for the <br />WSCC Member Systems. <br /> <br />The committee's Regulatory Affairs Subcommittee continues to <br />monitor and evaluate proposed environmental legislation and to recommend, <br />when appropriate, the Council's involvement in those situations affecting <br />bulk power system reliability within the WSCC region. <br /> <br />The Public Information Committee is charged with maintaining <br />relations with the news media, publishing materials for public <br />distribution, and coordinating the WSCC public information activities. <br />
