IMPACT OF LOOP FLOW ON SYSTEM OPERATION

I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I

72

ADEQUACY OF THE TRANSMISSION SYSTEM

During 1982 the WSCC interconnected transmission system is
projected to adequately accommodate firm and economy/surplus schedules in
most areas. Transmission limitations in the Rocky Mountain Power Area and
the continuing adverse impacts of loop flow are anticipated to pose
problems in 1982 which are similar to those experienced in 1981.

It is anticipated that loop flow will continue to adversely
impact system operations in 1982 by limiting the ability to transfer
additional non-oil fired energy to those areas heavily dependent upon
oil-fired generation, and necessitating curtailments Df schedules
throughout the WSCC region. Therefore, the Council is placing the highest
priority in pursuing an equitable and effective solution to the loop flDW
problem.

SIGNIFICANT FACILITY ADDITIONS AND DELAYS

During 1982, the generation capability of the total WSCC region
is projected to increase by 6076 MW or 5.0 percent. The net resource
additions will include 2184 MW of nuclear capability, 1564 MW of
coal-fired capability, 954 MW of pumped stDrage capability, 933 MW of
conventional hydro capability, and 441 MW from various other resource
types.

The principal unit additions (200 MW or greater) during 1982 are
tabulated below:
Net
Capacity Fuel
Area Plant Name (MW) ~
RMPA Laramie River Station 1* 550 Coal
RMPA Laramie River Station 2 550 Coal
AZ-NM San Juan 4 472 Coal
CA-NV New Melones 300 Hydro
CA-NV San Onofre 2 1100 Nuclear
CA-NV Diablo Canyon 1 1084 Nuclear
CA-NV Helms P.S. 1 374 Pumped Storage
CA-NV Helms P.S. 2 374 Pumped Storage

* Unit previously synchronized to MAPP.

Planned transmission additions during 1982 include 1560 net
circuit miles of new transmission. These additions are comprised of 364
miles of 500 kV, 585 miles of 345 kV, 566 miles of 230 kV and 45 miles of
115-161 kV transmission.
