Currently Unit 1 is scheduled for <br />operation in August 1982 and Unit 2 is scheduled for operation in May <br />1983. Units 1 and 2 have been delayed over a year since the last report. <br />The continued delay of these units has had a significant impact on the <br />fossil fuel requirements in Northern California as these two units have <br />the capability Df annually displacing 18 million barrels of oil. <br /> <br />If California utilities are unable to obtain licenses and <br />operate the two nuclear units (Diablo Canyon Unit 1 and San Onofre Unit 2) <br />which are scheduled for operation in 1982, oil-burn requirements will <br />probably, increase by nearly 50,000 barrels per day. <br /> <br />Lead times for the various types of thermal generation additions <br />have increased significantly since 1967 as shown below. <br /> THERMAL GENERATION LEAD TIME -- MONTHS <br />Generation <br />Type 1967 1972 1975 1976 1977 -81 <br />Nuclear 78 120 120-144 120-168 120-183 <br />Coal 66 96 72-114 76-125 76-134 <br />Oil and Gas 54 78 <br />Combined Cycle N.A. 60 36-88 48-94 54-95 <br />Combustion Turbine 18 24 36-74 38-86 32-81 <br /> <br />Anticipated lead times have not increased significantly since <br />1977. The wide ranges reported for 1975, 1976 and 1977-81 are a <br />reflection of the different state regulatory processes within the WSCC <br />region. The upper end of these ranges is due in part to the lengthy <br />California regulatory process. Lead times for "Oil and Gas" are not <br />tabulated beyond 1972 as they are no longer considered a viable option <br />under the Nation's energy plan for oil and gas conservation. The last new <br />base load conventional oil-fired unit planned for the region was placed in <br />service during 1978. <br /> <br />The net generation additions (45,680 MW) planned for the <br />1982-1991 period include a net 34,785 MW of base load nuclear and <br />coal-fired generation.
