Public Service Co pany of Colorado's position concern-
ing multi-purpose ater development projects remains
steadfast. We reco nize that water is one of our vital
resources and its roper utilization, conservation and
development is in eparably linked to the continuing
growth and econo ic progress of this region. To the
extent that electri generation can contribute to the
feasibility of wate resource improvement, it is quite
logical and proper that it becomes an adjunct to such
development.

We further believe that maximum use of existing and
proposed facilities of area power suppliers should be
used to minimize c sts of multi-purpose projects, con-
tribute to addition 1 participating water projects and
maximize opportu ities for tax revenueS at the local,
state and national levels.

Those who cloak a d disguise their efforts to federalize
America's power in ustry behind the worthy objectives
of resource develo ment do a disservice to our country
and particularly to the arid western areas whose future
relies so heavily on further water conservation, storage
and other multi-pu pose benefits.

We hope the inform tion in this booklet will graphically
point out the ma y advantages of having the area's
investor-owned util ties market Colorado River Storage
Project power.
