I wish to emphasize that this is not an adversary

Persons presenting their views will not be sworn

under oath, and there will be no examination or

7 interrogation of any of the speakers unless there should be some

8 need for clarifying a question. All presentations will be

9 limited to ten minutes; we will keep track of the time and notif

10 speakers when the ten minutes have expired. The Bureau of

II Reclamation will accept written comments from parties wishing to

12 express their oral presentations in writing. and from parties

who are unable to attend this hearing. Written statements to

supplement or compliment oral testimony not given at the hearing

will be accepted until November 15, 1976. Reference should be

made that the comments are in response to the public hearing

and they should be addressed to the Regional Director, Upper

colorado Region Bureau of Reclamation, P. O. Box 11568 in Salt

Lake City 84147. written statements to be filed at this hearing

may be submitted to the secretary for identification at the

back of the room where they will be marked as exhibits for this

hearing and made part of the hearing record. Oral and written

statements received at this hearing or as a result of the hearin

will be weighed and given the same consideration as are all

comments received on ,the Draft Environmental Statement. However.
