We have. Mr. Robison, submitted a copy of our oral --

3 our written statement to the reporter. We have sent the original

4 to Mr. David Crandall and I would like. however, to supplement

5 our written statement with oral comments. First of all, we would

6 like to observe that the Colorado River Water Conservation nis-

7 trict. the primary Western Colorado water policy body, urges the

8 Bureau of Reclamation to begin construction on the Savery-Pot

9 Hook immediately. We would like to observe that speaking to

10 the Draft Statement, that it is a good statement as these kinds

11 of documents go. Its preparation was well done and for that the

12 Bureau of Reclamation of the Upper Colorado Region is to be

13 commended. There are other areas in our written statement where

14 we do commend the Bureau. There are areas in our written state-

15 ment where we criticize the Bureau within our written comments.

16 There are several areas where we request specific action by the

17 Bureau. These usually run to the request for documentation or

18 back-up data on some of the items the Bureau has discussed. We

19 believe that in the Environmental Statement the Bureau of Recla-

20 mation has over-emphasized mitigation. We believe that the

21 Bureau's primary mission is the assistance of local water users

22 in the production of food and fiber irrigation and agriculture

23 in the west and reclamation of the desert. We believe that the

24

Bureau's statements on environmental statements, both draft and

25

final. should be more positive in emphasizing the advantages both
