Together, the conservation measures in the program <br /> <br />will displace from two to four times as much capacity as <br /> <br />would be added by the construction of the two hydroelectric dams <br /> <br />on the Yampa River. The cost of implementing these measures <br /> <br />is only one-tenth that of the project per unit of energy pro- <br /> <br />duced. <br /> <br />The measures available to CUEA include: <br /> <br />o encouraging new construction to meet improved building <br />performance guidelines; <br /> <br />o providing energy audits to existing customers; <br /> <br />o increasing lighting efficiency; <br /> <br />o conserving hot water; <br /> <br />o accounting for improvements in appliance efficiency <br />and auxiliary energy savings; and in some cases <br /> <br />o encouraging the installation of heat pumps. <br /> <br />In addition, there is evidence that customers in the CUEA system are <br /> <br />already taking actions and making investments which would reduce <br /> <br />the rate of growth of system demand.
