<br />00197~ <br /> <br />The plans for the proposed Fryingpan-J'.rkansas Project for the <br />correction of this condition and enhancement of fishery values in <br />the Roaring Fork River are shovltl in the following quotation from the <br />second paragraph on page 120 of H.D. 187: <br /> <br />"The extension of the South Side Collection system to <br />intercept the south forks of Hunter Creek, as described in <br />chapter III, would prevent loss to fisherJ values on the <br />Roaring Fork River ti1at might result from any increased <br />diversions through the Twin Lakes (Independence Pass) trans- <br />mountain diversion system now m'rned by the Tv~n Lakes Reser- <br />voir and Canal Co. by vu-tue of storage made possible to the <br />project. Enough additional water would be diverted by the <br />Hunter Oreek extension to effectuate the exchange in the <br />most adverse years. It is anticipated that the amount of <br />..,o,~,"'" +,C> "'" e,'chBnf'8a during the latter part of the summer <br />of the minimum flow year would be about J,uuu acre-feet <br />after allov/ance for losses has been made. The Hater obtained <br />via extension of the collection sys~em to the south forks of <br />Hunter Creek would also help to preserve fishing in the Sugar <br />Loaf and Tvrin Lakes Reservoirs." <br /> <br />The operating principles specified by the Policy and '~view <br />Committee provide for this improvement of 3Daring Fork fisheries <br />as shcwln in the following quotation from subparagraph 10, page 38, <br />H.D. 187. <br /> <br />"10. i.n appropriate \'rritten contract shall be made <br />whereby the Tvdn Lakes Reservoir and Canal Co. shall refrain <br />, <br />from diverting water whenever the natural flm'l of the Roaring <br />Fork River and its tributaries shall be only sufficient to <br />maintain a fl~n equal to or less than that required to main- <br />tain the recommended averafse floVlS in the Roaring Fork River <br />at the head of the proposed i.spen Reservoir in a quantity <br />proportionate to the respective natural contributions of those <br />streams from which diversions are made to the natural flow of <br />the Roaring Fork River. The recommanded average fl~Hs above <br />mentioned are,flm1s in quantities equal to those recommended <br />as a minimum at the head of the ~spen Reservoir according to <br />the follov~ng schedule submitted by the United States Fish <br />and Wildlife Service and the Colorado Game and Fish Cor.uniis- <br />sion: <br /> <br />-3- <br />
