<br />00197~ <br /> <br />ASPEN RESERVOIR <br /> <br />Some question has been raised as to the advisability of constructing <br />the proposed Aspen Reservoir above the city of Aspen on the Roaring Fork <br />River. The purpose of the 'lspen Reservoir would be to provide replace- <br />ment storage for water users on the Western Slope and insure protection <br />of the enjoyment of their rights to the use of the waters of the Roaring <br />Fork River vrithout interference by the proposed Fryingpan-;~kansas Project. <br /> <br />At the insistence of the Western Slope water users the Policy and <br />Review Committee specified the location of the Aspen Reservoir as shavrn <br />in the follavring quotation from subparagraph 2 of parasTaph 74, page 36, <br />H.D. 187. <br /> <br />"The Aspen Reservoir shall be constructed and main- <br />tained on the Roaring Fork River above the to\'m of ;',spen, <br />Colorado, with an active capacity of about 28,000 acre- <br />feet and with a reasonable expectancy thGt it will fill <br />annually. The 28,000 acre-feet water stored therein shall <br />be available for replacement purposes in Western Colorado. <br />flil such stored water shall be released under the conditions <br />and limitations hereinafter set forth." <br /> <br />J~equate geological investigation and testing and engineering <br />studies have been made to insure the possible construction of a safe <br />dam and reservoir at the ,~spen site. <br /> <br />FISHERY V;,LUES <br /> <br />Roaring Fork above Aspen Reservoir <br /> <br />At the present time the natural flow of the Roaring Fork River is <br />reduced through the diversion of water to the Eastern Slope by the Tvlin <br />Lakes Reservoir and Canal Company. This diversion of water by the <br />company, in exercising their fully legal rights, can and often does <br />deplete the stream flCll'r irrunediately below the collection system to an <br />amount which will not sustain fish life. <br /> <br />The Canal Company has plans to increase their present diversions <br />to the full amount of their legal rights. This vrill be accomplished <br />by raising the dam at Tlvin Lakes Reservoir ..Ii th their mm funds and <br />will be brought about regardless of whethor the Fryingpan-'.rkansas <br />Project is constructed or not. <br /> <br />-2- <br />
