<br />. <br /> <br />. <br /> <br />DRAFT <br />9/21/95 <br /> <br />COLORADO WATER CONSERVATION BOARD <br />RECOVERY INSTREAM FLOW APPROPRIATION OPTIONS <br /> <br />Option II - Yampa River Instream Flow Appropriation <br /> <br />Conceot <br /> <br />An instream flow right similar to the FWS flow recommendation less a development <br />allowance (Carve Out I) is appropriated. <br /> <br />Runoff Months: <br /> <br />10% Exceedance; based on 1970-1992 (CWCB Study) <br />minus the development monthly allowance <br />20 % Exceedance; based on 1950-1982 virgin flows <br />(FWS) minus the development monthly allowance <br /> <br />Non Runoff Months: <br /> <br />A development allowance (Carve Out I), distributed on a monthly basis, is reserved for <br />water rights junior to the ISF appropriation and is not included in the appropriation, <br />however both junior and senior rights may develop Carve Out I. <br /> <br />Monthly instream flow call triggers are developed for each month; when the flow at <br />the Maybell gage drops below the monthly instream flow call trigger, junior water <br />right are called out to meet the instream flow appropriation. <br /> <br />A second development allowance (Carve Out II) is provided for development in excess <br />of Carve Out I. <br /> <br />When the first development allowance (Carve Out I) is used up on either a monthly or <br />annual basis, the Board may modify the second development allowance from instream <br />uses to consumptive uses. <br /> <br />Administration <br /> <br />Monthly instream flow call triggers are developed for the MaybeIl gage as follows: <br /> <br />a) determine lowest 10 consecutive year total discharge volume for each month. <br />b) determine monthly development allowance (Carve Out I) and multiply by 10. <br />c) monthly instream flow call trigger = a-b <br />
