<br />year average is consistent with the compacts and adds a measure of predictability <br />and certainty as to when calls might actually occur by damping the flow variability <br />effects. Flood years may keep the lO-year running average from recognizing short <br />drought periods. Also, using gaged record may not clearly show the impacts of <br />long term development. <br /> <br />5. A "call trigger" based on flows which occurred during the lowest 10 consecutive <br />years will be used to determine when the Board's instream flow water right will <br />be used to place a call on the river. One advantage of using a "call trigger" is that <br />you can modify the call trigger without necessarily modifying the recovery <br />instream flow water right. Based on evaluations to this point setting call triggers <br />using either "mean" values or a "I O-year running total flow volume" do not appear <br />to provide acceptable results. <br /> <br />6. Distribution of the "Lower Limit of Total Consumption" (an additional 51,772 af <br />annually) or the first level of compact development allowance is based on a <br />monthly water demand distribution pattern derived from the 1995 Yampa River <br />Basin Feasibility Study and outlined on the basic data sheet (Table Ic). <br /> <br />7. Distribution of the "Upper Limit of Total Consumption" (an additional 173,491 <br />at) or the second level of compact development allowance is based on a dry year <br />hydrograph derived from the Colorado River Basin Physical Water Availability <br />Study and outlined on the basic data sheet (Table Id). Water users in the Yampa <br />Basin are suggesting only 50,000 af of the 173,491 af recommended by the <br />workgroup be reserved as paragraph 4 water and distributed as outlined on the <br />basic data sheet (Table Ie). <br /> <br />Aoolication: <br /> <br />la. The application fIled will be for the Service's flow recommendations less the <br />"lower limit of total consumption" or the "first level of compact development <br />allowance" for the non-runoff months as described in "Assumption la." This <br />excludes the "lower limit of total consumption" (51,772 at) from the water right <br />application. The remaining amount allowed to achieve Colorado's full compact <br />development in the Yampa (173,491 af or 50,000 at) will be reserved for compact <br />development purposes as Paragraph 4 water. <br /> <br />1 b. During the runoff months, the application will appropriate the 10% exceedance <br />flows. Again, the amount needed to reach the "lower limit of total consumption" <br />will be excluded from the appropriation. The remaining amount required to reach <br />the "upper limit of total consumption" will be Paragraph 4 water under the <br />recovery instream flow right. The intent is to allow for total depletions in the <br />Yampa Basin above the Maybell gage in the amount of 338,013 af, or such lesser <br />amount as water users in Yampa deem to be appropriate. <br /> <br />11-2 <br />
