~f)30
'-"... ' \)

.

8. Non-existent Flood Control Benefits

The construction costs of the Narrows Dam that are to go for flood

control have been figured (by the Bureau of Reclamation) to be one-third
(1/3) of the total cost of the project. The last estimate for the Narrows
project is 160 million dollars. That would then indicate that the flood
control cost would be $53,300,000. Our group contends that there is very

little, if any, flood control benefits from the proposed Narrows Site nor

from the alternate site, Hardin.

The Bijou Creek was included in the original plans for the Narrows

Dam, and justifiably so. In the 1965 flood, the Bijou Creek dumped an

excess of 450,000 foot second feet of water into the South Platte Channel.

There is no doubt that it was the most water to flow in any stream in

.

Colorado.

Since the Narrows project was authorized the Bijou Creek has been

excluded from the project. The Army Corps of Engineers claimed that

channeling the Bijou Creek into the Narrows Dam was not feasible due to

the tremendous amount of silt carried by the Bijou Creek at flood stage.

This Narrows Dam Project was "sold" to the people and congress with the

idea that the Bijou Creek would be contained in the Narrows Dam.

In the spring of 1973 approximately 30,000 foot seconds of water

descended throur;h the South Platte Channel and, was probably the most

punishing high water ever recorded above the confluence of the Bijou
Creek with the South Platte River.

.
