<br />STATEMENT BY SENATOR ANDERSON ON ANNUAL REPORT;
<br />OF STATUS OF COLORADO RIVER STORAGE PROJECT AND
<br />PARTICIPATING PROJECTS
<br />
<br />. Mr. President, for the information of the Senate, the first annual.
<br />report of the Secretary, as required by the authorizing act, is printed
<br />as Senate Document No. 77, 85th Congress, 2d session. It contained
<br />a statement on hydrologic bases for financial studies, Colorado River
<br />storage project. '
<br />A supplement to Senate. Document .No. 77 was printed as Senate
<br />Document No. 96 as prese.nted by the distinguished senior Senator
<br />from Arizona on May 1,.19,5.8. Senate Document No. 96 is made up.
<br />of a statement of the Arizona Interstate Stream Commission and the
<br />.Arizona Power Authority in regard to the operation of Glen Canyon
<br />Reservoir together with a l~tter from the Governor of Arizona.
<br />As of June 30, 1958, the report shows the total assets of the Colorado
<br />River storage projeet amounted to $63,346,175. This amount is made
<br />up principally of $48,742,000 of direct congressional appropriations,
<br />largely for the construction of Glen Canyon Dam and Reservoir, con-
<br />tributions by States and other organizations, contractors' earnings and
<br />transfers from the Bureau of Public Roads.
<br />While Glen Canyon Dam is the key structure of the project as a
<br />rev.enue rroducet from po",;er, other facilities are essential to balance
<br />the development of the"Upper Colorado River Basin.
<br />To present the current progress of the Colorado River storage
<br />project, it is noted that for fiscal year 1959, the funds appropriated by
<br />Congress for the Colorado River storage project totaled $68,035,335.
<br />Of this amount, $47,591,743 was allotted to Glen Canyon Dam con-
<br />struction; $10,228,335 to Flaming Gorge Dam; and $7,067,057 to
<br />initiate construction of Navajo Dam in my own State of New Mexico.
<br />In addition, $249,003 was made available for transmission lines,
<br />$1,026,000 to start construction of the Paonia participating project in
<br />Colorado, and $1,035,000 for the Vernal unit, central Utah project in
<br />Utah. .
<br />In thelJpper Colorado River Basin, we have been looking forward to
<br />a speedup in the coi1struction of the storage and power dajlls underway
<br />and the participating irrigation uni.ts..
<br />However, the President's budget for fiscal year 1960 indicates a
<br />slowdown in actual construction of the three major power or storage
<br />dams by estimating a limit on expenditures for construction during the
<br />fiscal year. Appropriations or budget estimates for the Colorado River
<br />storage project total $78,600,000. Of this amount, Navajo Dam is
<br />allotted $9,900,000; Glen Canyon Dam, $48,500,000; Flammg Gorge,
<br />$13,400,000; transmission liiles,$746,000; advance planning, $845,000;
<br />Paonia unit, $3,200,000; and Vernal unit, $1 900,000.
<br />The budget message, however, indicates the administration I1ntici-
<br />pates total expenditures of about $65 million. This would result. in a
<br />built-in ca.rryover for the Colorado River storage project, should the
