<br />LAMAR REQUEST TO ANNEX TO THE DISTRICT
<br />
<br />When the District was formed in 1958, petitions were
<br />circulated tbroughout the Arkansas Valley, and at that
<br />time, the citizens of Lamar, Colorado, elected to stay out
<br />of tbe District because they felt they bad sufficient water
<br />for long.range growth.
<br />However, in 1966, the City Officials determined that
<br />Lamar could not project long-range growth due to the
<br />short supply of water, and they proceeded to meet with the
<br />Board of Directors of the Southeastern Colorado Water
<br />Conservancy District to determine the possibility of
<br />Lamar annexing to the District.
<br />On January 18, 1968, the Board of Directors voted
<br />to permit Lamar to annex to the District, and thereby
<br />benefit from the waters available from the Fryingpan-
<br />Arkansas Project. Following this authorization by the
<br />Board, it was necessary for the City Officials of Lamar to
<br />circulate petitions among the taxpayers to determine their
<br />willingness to be assessed the District mill levy, and also
<br />to pay for Project water. When the legal number of signa.
<br />tures are obtained, Lamar will file a petition with the
<br />District Court in Pueblo to be included in the District.
<br />The Board of Directors will also file a statement with the
<br />Court, indicating their vote to accept Lamar. It is expect-
<br />ed tbis program will be consumated in 1969,

<br />SOUTHERN COLORADO ECONOMIC
<br />DEVELOPEMENT DISTRICT
<br />
<br />In February, 1968, the Economic Development Ad-
<br />ministration authorized the creation of the Southern
<br />Colorado Economic Development District, encompassing
<br />17 Countieg in the Arkansas and San Luis Valleys of
<br />Colorado. The purpose of the District was to enable rep-
<br />resentatives from the 17 Counties to develop economic
<br />programs which would enhance the economic growth of
<br />the area. The Counties .....ould then be eligible for various
<br />grant and loan programs under the Economic Develop-
<br />ment Administration; Housing and Urban Development;
<br />Health, Education and Welfare; Federal Water Pollu-
<br />tion Control Administration; and Department of Agri-
<br />culture.
<br />Eight of the nine Counties served by the Southeast-
<br />ern Colorado Water Conservancy District are located
<br />within the Southern Colorado Economic Development
<br />District, and cooperative .water programs are being de-
<br />veloped between the two Districts.
<br />In 1968, the Board of Directors of the Southeastern
<br />Colorado Water Conservancy District requested that the
<br />Executive Committee of the Economic Development Dis.

<br />trict make the proposed Municipal-Industrial Pipeline,
<br />between Pueblo and Lamar, Colorado, a part of the Eco-
<br />nomic Development Program. This was approved, and
<br />applications were prepared for submission to the appro-
<br />priate Federal Agencies. In the event the Pipeline is
<br />made a part of the Development District Program, it will
<br />provide an adequate supply of treated water for the
<br />municipalities and water user associations, which are now
<br />unable to project long-range growth because of short
<br />wster supply, It will also preclude the necessity for eacb
<br />of the individual municipalities and water user associa.
<br />tions to construct duplicate water and sewage plants, not
<br />only a waste of taxpayers money, but also put the tax
<br />base in the individual communities so high they would be-
<br />come even less attractive to industry, the primary function
<br />of the Economic Developeffient District. It is expected that
<br />a number of other water related programs will he develop-
<br />ed by the Economic Development District in 1969, and
<br />the Fryingpan-Arkansas Project will serve as a base for
<br />these programs.

<br />APPOINTMENT OF DISTRICT DIRECTORS

<br />
<br />Colorado State Statutes provide the District Judge in
<br />Pueblo, Colorado, shall appoint fifteen Directors every
<br />two years, and on April 18, 1968, District Judge 5,
<br />Philip Cabibi reappointed the fifteen Directors who bad
<br />served the citizens of the Southeastern Colorado Water
<br />Conservancy District so faithfully the preceding term.
<br />The "Swearing In Ceremony" was conducted in the
<br />Court Chambers of Judge Cabibi, and the Oath of
<br />Office was accepted by each individual Director in a
<br />most solemn manner. Each understood the full obligation
<br />which he was accepting, primarily, to work diligently
<br />on behalf of the citizens of the Soutbeastern Colorado
<br />Water Conservancy District, in order that their future
<br />might be more secure and more abundant through the
<br />proper management of water resources, They were also
<br />reminded of the serious obligation they had assumed on
<br />behalf of the citizens in the District when they signed
<br />the Contract with the United States Government to repay
<br />the reimbursable portion of the Fryingpan-Arkansas
<br />Proj ect.

<br />WATER RESOURCES SYMPOSIUM
<br />
<br />In keeping with the policy of the Board of Directors,
<br />whereby the District strives to keep the citizens of the
<br />Arkansas Valley up to date on modern Water Manage-
<br />ment Programs, the District, in cooperation with South-
<br />ern Colorado Slate College, and the U,S, Geological Sur-
<br />vey, sponsored a "Water Resources Symposium and Com.
<br />puter Model Demonstration" at Southern Colorado State
<br />College, on October 18, 1968.
<br />This Symposium was attended by a large number of
<br />water users, Governmental Officials, and interested citi-
<br />zens from throughout the State of Colorado, in order that
<br />they might see first hand how an Analog.Computer can
<br />
