Re.
turns on the Water Inventory Questionaire have been
excellent, and responses indicate the ffiaj ority of the water
users within the District desire supplemental water, which
will be available from the Project,

LAMAR REQUEST TO ANNEX TO THE DISTRICT

When the District was formed in 1958, petitions were
circulated tbroughout the Arkansas Valley, and at that
time, the citizens of Lamar, Colorado, elected to stay out
of tbe District because they felt they bad sufficient water
for long.range growth.
However, in 1966, the City Officials determined that
Lamar could not project long-range growth due to the
short supply of water, and they proceeded to meet with the
Board of Directors of the Southeastern Colorado Water
Conservancy District to determine the possibility of
Lamar annexing to the District.
On January 18, 1968, the Board of Directors voted
to permit Lamar to annex to the District, and thereby
benefit from the waters available from the Fryingpan-
Arkansas Project. Following this authorization by the
Board, it was necessary for the City Officials of Lamar to
circulate petitions among the taxpayers to determine their
willingness to be assessed the District mill levy, and also
to pay for Project water. When the legal number of signa.
tures are obtained, Lamar will file a petition with the
District Court in Pueblo to be included in the District.
The Board of Directors will also file a statement with the
Court, indicating their vote to accept Lamar. It is expect-
ed tbis program will be consumated in 1969,

SOUTHERN COLORADO ECONOMIC
DEVELOPEMENT DISTRICT

In February, 1968, the Economic Development Ad-
ministration authorized the creation of the Southern
Colorado Economic Development District, encompassing
17 Countieg in the Arkansas and San Luis Valleys of
Colorado. The purpose of the District was to enable rep-
resentatives from the 17 Counties to develop economic
programs which would enhance the economic growth of
the area. The Counties .....ould then be eligible for various
grant and loan programs under the Economic Develop-
ment Administration; Housing and Urban Development;
Health, Education and Welfare; Federal Water Pollu-
tion Control Administration; and Department of Agri-
culture.
Eight of the nine Counties served by the Southeast-
ern Colorado Water Conservancy District are located
within the Southern Colorado Economic Development
District, and cooperative .water programs are being de-
veloped between the two Districts.
In 1968, the Board of Directors of the Southeastern
Colorado Water Conservancy District requested that the
Executive Committee of the Economic Development Dis.

.....-..

;.:.....:.:..' -.;:''"~: .,';':;,.~ .-:"?:;.?:-......;..~ :,:0:':::;:

.;:/'

!.~'.: . .-;,. This was approved, and
applications were prepared for submission to the appro-
priate Federal Agencies. In the event the Pipeline is
made a part of the Development District Program, it will
provide an adequate supply of treated water for the
municipalities and water user associations, which are now
unable to project long-range growth because of short
wster supply, It will also preclude the necessity for eacb
of the individual municipalities and water user associa.
tions to construct duplicate water and sewage plants, not
only a waste of taxpayers money, but also put the tax
base in the individual communities so high they would be-
come even less attractive to industry, the primary function
of the Economic Developeffient District. It is expected that
a number of other water related programs will he develop-
ed by the Economic Development District in 1969, and
the Fryingpan-Arkansas Project will serve as a base for
these programs.

.'f

. .~;. ."..

.? ....-.
'...

.... ~- ..

"

APPOINTMENT OF DISTRICT DIRECTORS

..-,

Colorado State Statutes provide the District Judge in
Pueblo, Colorado, shall appoint fifteen Directors every
two years, and on April 18, 1968, District Judge 5,
Philip Cabibi reappointed the fifteen Directors who bad
served the citizens of the Southeastern Colorado Water
Conservancy District so faithfully the preceding term.
The "Swearing In Ceremony" was conducted in the
Court Chambers of Judge Cabibi, and the Oath of
Office was accepted by each individual Director in a
most solemn manner.
