<br />In 1968, tbe Directors aulborized the printing of
<br />Brochure No, 6, which was prepared from material
<br />furnished by the Division Engineer, for Division 2. It is
<br />a complete compilation of all decrees on the rnainstem
<br />of the Arkansas River, showing the date of the decree
<br />and the amount. Also included are excerpts from the
<br />Colorado State Statutes, setting fortb exactly how the
<br />native waters of the Arkansas River are administered,
<br />along with charts showing total precipitation, yearly
<br />transmountain diversions, yearly ditch diversions, river
<br />flow at major Arkansas River Gaging Stations, and
<br />transmission losses along the Arkansas River.
<br />The Brochure was designed to help reduce the mis-
<br />understanding which existed among water users along
<br />the nearly 300 miles of the Arkansas River, Prior to the
<br />distribution of Brochure No.6, it was difficult for the
<br />individual water user to obtain information on aU of the
<br />decrees on the River, and to understand exactly how the
<br />Division Engineer and his individual Commissioners were
<br />regulating the flow.

<br />HYDROLOGIC CYCLE
<br />
<br />This artist's concept describes a typical River Basin,
<br />such as the Arkansas River Basin in Colorado, where a
<br />portion of the "Hydrologie Cycle" is depicted, The
<br />same procedure existJ between the oceans and major bod-
<br />ies of water, whit:h et'aporate large amounts of water each
<br />year. This moisture forms into clouds, which create snow
<br />and rain. Water from these storm.s, not utilized by crops,
<br />human beings, or evaporation, ultimately returns to the
<br />oceans, and the process starts all over again. The pro-
<br />gram is further amplified through the use of pumps,
<br />which draw water from the ground water basins, and
<br />place it upon the ground. Some percolates back into the
<br />ground, while the remainder is utilized by crops, or
<br />evaporates to form precipitation again, This cycle occurs
<br />all over.the Earth, and is the key to the utilization of the
<br />limited water resources by the ever increasing population,

<br />GAGING STATIONS
<br />
<br />The Southeastern Colorado W ster Conservancy Dis.
<br />trict has cooperated with the State Engineer'B Office and
<br />the U.S, Geological Survey in River Gaging Station pro-
<br />grams for 8 number of years, and in 1968, the Board
<br />authorized the expenditure of funds to provide for the
<br />maintenance of a Gaging Station at the mouth of the
<br />Apishapa River, and the moving of the telemetering sta.
<br />tion from below Pueblo to Pueblo proper, The District
<br />slso reads the Gaging Stations at Wellsville and Canon
<br />City. during the irrigation season, and makes these read-
<br />ings available to State Agencies and water user associa-
<br />tions.
<br />During the past year Officials from the District
<br />worked with the State Engineer's Office in determining
<br />locations for additional Gaging Stations, which will assist
<br />in the better regulation of the waters of the Arkansas
<br />River, and particularly the accounting for the Fryingpan-
<br />Arkansas Project water, when it is introduced into the
<br />River system in 1971.
<br />A network of telemetered Gaging Stations is the only
<br />way water Officials can accurately read individual sec-
<br />tions of the River, and thereby provide distribution of
<br />waters according to State Law.
<br />
<br />PROJECT WATER ALLOCATION
<br />
<br />It is anticipated that the first Fryingpan.Arkansas
<br />Project Water will be available to the Southeastern Colo-
<br />rado Water Conservancy District for resale in 1971, and
<br />during 1968, the members of the Board of Directors de-
<br />voted a great deal of time developing a formal Water
<br />Allocation Policy. Fourteen original provisions were ap'
<br />proved on February 15, and amended on April 18 and
<br />June 20, At that time, copies of the Water Allocation Pro-
<br />cedures, along with Water Inventory Questionnaires, were
<br />sent to every decree holder within the confines of the
<br />Southeastern Colorado Water Conservancy District.
<br />The purpose of the Inventory Questionaire is to
<br />establish an exact accounting procedure of exiBting water
<br />rights, historic uses, and anticipated needs for Project
<br />water.
<br />Once Project water is available, each eligible cus-
<br />tomer will receive a Water Allocation Fonn early in the
<br />
