It is
a complete compilation of all decrees on the rnainstem
of the Arkansas River, showing the date of the decree
and the amount. Also included are excerpts from the
Colorado State Statutes, setting fortb exactly how the
native waters of the Arkansas River are administered,
along with charts showing total precipitation, yearly
transmountain diversions, yearly ditch diversions, river
flow at major Arkansas River Gaging Stations, and
transmission losses along the Arkansas River.
The Brochure was designed to help reduce the mis-
understanding which existed among water users along
the nearly 300 miles of the Arkansas River, Prior to the
distribution of Brochure No.6, it was difficult for the
individual water user to obtain information on aU of the
decrees on the River, and to understand exactly how the
Division Engineer and his individual Commissioners were
regulating the flow.
. .

.

.
PRECIPITATION
.

.

.

.

.

.
.

.

.
.

.

.

.

EVAPOTRANSPIRATION,
CROPS
t

EVAPOTRANSPIRATION,
PHREATOPHYTES
t

SIDE ...,
INFLOW ::i
... ~
'...
.

t

. This moisture forms into clouds, which create snow
and rain. Water from these storm.s, not utilized by crops,
human beings, or evaporation, ultimately returns to the
oceans, and the process starts all over again. The pro-
gram is further amplified through the use of pumps,
which draw water from the ground water basins, and
place it upon the ground. Some percolates back into the
ground, while the remainder is utilized by crops, or
evaporates to form precipitation again, This cycle occurs
all over.the Earth, and is the key to the utilization of the
limited water resources by the ever increasing population,

~,
l

.,

. :':~;'~;;~:;':::~?'~\. Fourteen original provisions were ap'
proved on February 15, and amended on April 18 and
June 20, At that time, copies of the Water Allocation Pro-
cedures, along with Water Inventory Questionnaires, were
sent to every decree holder within the confines of the
Southeastern Colorado Water Conservancy District.
The purpose of the Inventory Questionaire is to
establish an exact accounting procedure of exiBting water
rights, historic uses, and anticipated needs for Project
water.
Once Project water is available, each eligible cus-
tomer will receive a Water Allocation Fonn early in the

..;~7~: ;.....:::~.
