To look at how <br />much water is really available in the Yampa River for <br />appropriation. If we find that under the <br />requirements of the instream flow statutory <br />guidelines there is a certain amount of water <br />available for appropriation that is less than their <br />preliminary recommendations, we could go ahead <br />perhaps and make the appropriation and say <br />that-couple of things-one, that is all the water that <br />is legally available for an appropriation or two and <br />these might not be either/or it might be together, <br />but if we have a more finite quantification process <br />and can know more definitely what the final flow <br />recommendations are they could corne back and <br />reevaluate the in stream flow or water availability, <br />see if there is in fact more water available for <br />appropriation and file for it or acquire additional <br />water by some means-I don't someway acquire <br />additional water that the Service would like to have <br />for those fish. So basically the request is for you <br />to discuss all the three or four options that I have <br />outlined here and then decide whether you want the <br />staff to go ahead with a water availability for the <br />Yampa River at this time in conjunction with the <br />study that is being done on the Yampa same <br />time.
