I think the Service biologist, <br />and I will let John speak to that too. They maintain <br />that it doesn't work and they have given us <br />some reasons, I am not that much-we <br />to say that is does or doesn't so far. I think there <br />has got to be something out there that is more <br />analytical than simply a biologists' word, may not be <br />but something else it may be <br />together with some other methods or professional <br />judgment I don't know at this time that is why <br /> <br />David <br /> <br />I'm really concerned over that-the method I stated <br />before, I'm not convinced that the amount of water in <br />the river as I am the temperature regime. I don't <br />think they have ever adequately addressed it and yet <br />they turn around and tell us this is the best fishery <br />known for the existing fish and I have seen that <br />river next to being dry depth in late fall and I <br />think they are using-well they just don't have <br />adequate information to ask this Board to deliver <br />water to the stateline and I just-I think that we <br />have to have some factual information. <br /> <br />This issue with respect to delivering water to <br />stateline-one thing we need to all recognize is that <br />under our compact contribution there will be some <br />water going out. We simply are not entitled under <br />the view that 22 of the 1948 Upper Basin compact <br />completely used the water that is originating in <br />Colorado. We have done some studies to show what the <br />average yield is of the various basins, the mainstem, <br />, Yampa, White and so on and under any kind of <br /> <br />11 <br />
